Description Oneida Professional Services is seeking a detail-oriented and motivated Environmental Technician to support the Code 1023 – Environmental Branch. This role ensures NSWC PHD maintains compliance with federal, state, and local environmental regulations; Navy instructions and policies; and internal environmental programs. The Environmental Technician will assist in managing multiple environmental programs, conducting inspections, supporting compliance initiatives, and helping ensure the command’s environmental stewardship. This is a fully on-site position at the Naval Base in Port Hueneme. Key Responsibilities: Provide support to Code 1023 - Environmental Branch in maintaining compliance with applicable federal, state and local regulations, permits and Navy policies. Assist in managing the NSWC PHD Environmental Management System and Environmental Coordinator Program. Support the Hazardous Materials Management & Control Program. Support the Hazardous Waste Disposal Program, including inspections, documentation, and coordination of disposal activities. Assist with the Oil & Hazardous Substances Spill Response Program. Support mission-related environmental aspects involving natural resources, pests, wildlife, birds, and marine mammals. Assist in completing environmental impact analyses for NEPA documentation. Monitor facility project activities to ensure compliance with NEPA mitigation measures and documentation requirements. Conduct routine environmental compliance inspections of NSWC PHD facilities, sites, and ships. Assist with preparing internal environmental self-assessment reports for NSWC PHD sites and detachments. Document inspection and audit findings, conduct root cause analyses, develop corrective and preventive actions, and track closure of non-compliance items. Review host installation policies, permits, guides, and procedures to ensure NSWC PHD adherence and alignment. Assist in developing standard forms, checklists, and tools to support environmental program execution. Assist in developing and maintaining environmental performance metrics. Maintain the Environmental Branch’s internal SharePoint site and webpage. Provide records management support for the Environmental Branch. Support environmental community outreach and educational activities (e.g., Earth Day events). Attend meetings for Code 1023/1024, Code 102 Division, other PHD departments, host installation environmental offices, and NAVSEA environmental working groups. Assist with developing and delivering environmental-related training (e.g., New Hire Environmental Awareness, Environmental Coordinator training, and other OPNAV 5090.1 program-related training). Complete HAZWOPER initial training (minimum 24-hour) and required annual refresher (8-hour). Complete additional environmental training assigned by Code 1023. Requirements Minimum Qualifications: Knowledge of environmental regulations and compliance requirements. Ability to conduct inspections, document findings, and support corrective action processes. Strong written and verbal communication skills. Excellent organizational and time-management capabilities. Ability to collaborate with internal teams and external stakeholders. Competency with Microsoft Office and ability to manage digital documentation. Willingness and ability to complete required environmental and HAZWOPER training. Preferred Qualifications: Experience in environmental compliance, hazardous materials, or hazardous waste management. Experience supporting NEPA documentation or environmental impact analysis. Familiarity with Navy or federal environmental programs, including OPNAV 5090.1. Experience conducting environmental inspections or assessments.
