SKILLS AND ABILITIES:

  • The Environmental Technologist must have the ability to interact tactfully and professional with facility contractors, consultants, and facility stakeholders.
  • The Environmental Technologist must be fit and comfortable accessing remote, and difficult to access sample locations on foot while packing large loads of sampling gear.
  • The ability to use Microsoft office programs to manage large amounts of data. Also, completing inspection reports and submitting electronically. Must be comfortable with electronic filling responsibilities.
  • Must have the ability to identify and document possible safety hazards while working in the field.
  • Prior sampling experience, and familiarization with the Provincial sampling requirements an asset.
  • Familiarity with ArcGIS Online Apps for data management and field data collection, including Field Maps, and Instant Apps.

SPECIFIC TRAINING AND EXPERIENCE:

  • Minimum completion of a diploma in environmental science or related discipline.
  • Be eligible for registration, or work towards registration, with one of the Regulatory Bodies under the Professional Governance Act at a technologist level.
  • Have familiarity with the Environmental Management Act and associated Regulations, Water Quality Guidelines, and local Bylaws.
  • Have familiarity with British Columbia field sampling requirements and best management practices.
Responsibilities

PURPOSE STATEMENT:

The Environmental Technologist is responsible for executing all aspects of environmental monitoring as required in the facility authorizations and the Design, Operations and Closure Plans.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Execute and carry out the Regional District Environmental Effects Monitoring Programs (EEMP), provide support to the Solid Waste and Environmental Services department projects and programs, and support Works & Services Operations with monitoring as required.
  • Lead the EEMP field sampling program, collecting samples for groundwater, surface water, soil, compost, and leachate, following the BC Field Sampling Guidelines.
  • Plan annual sampling and programming sampling events into Hippo CMS.
  • Perform digital data collection processes, including recording field measurements in the Environmental Information System (EIS) database, auditing field data for accuracy post field, and saving field photos on the server.
  • Maintain and deploy field loggers, including calibration, data retrieval, and performing necessary maintenance.
  • Perform EIS database processes, including:
  • Transfer of field data into the EIS
  • Confirm Lab reports are received in the EIS
  • Assign lab reports to their respective projects
  • Program QAQC samples in the EIS for each lab report
  • Audit lab reports for accuracy with field locations
  • Screen environmental data for compliance with regulatory criteria
  • Generate reports as requested
  • Act as the primary contact with the contracted environmental laboratories, including:
  • Maintain Chain of Custody (COC) forms for all sampling events, update COC forms to reflect changes in analysis in compliance with authorizations.
  • Order sampling supplies for all sites and prepare sample kits for each discrete sampling event.
  • Request Electronic Data Deliverables (EDDs) for the EIS, and for Ministry Environmental Monitoring System Database
  • Request Quotes for additional analysis requests
  • Review and code invoices
  • Maintain sampling equipment and maintenance records including:
  • Maintain an inventory of sampling supplies and PPE
  • Request quotes as required and submit orders as needed
  • Complete required maintenance on instruments and tools
  • Maintain calibration logs for all sampling equipment.
  • Project manage small environmental projects as assigned, including but not limited to groundwater monitoring well installations.
  • Draft and update Operating Procedures and Safe Work Procedures related to field sampling.
  • Contribute to the Solid Waste Facilities, and Wastewater Facility, Annual Reports.
  • Draft Non-Compliance Reports for as requested.
  • Complete facility inspections as required, including generating memos, and completing inspection forms.
  • Complete Federal Wastewater Systems Effluent Regulation reporting for the Queensway Sewer system.
  • Oversee the maintenance of the phytoremediation orchards, including working with Works and Services field staff to plan and execute required maintenance tasks, and updating the maintenance plan as needed.
  • Represent the RDKS in landfill gas working group, and complete quarterly monitoring and maintenance on the Thornhill Landfill, landfill gas flare.
  • Maintain safety protocols for the EEMP, including:
  • Assist with the generation of applicable procedures, and policies.
  • Maintain Material Safety Data Sheets in the office and field truck.
  • Maintain and updating the EEMP safety binder as required.
  • Duties of the Environmental Technologist are subject to change and must be willing to undertake other tasks as assigned.

FINANCIAL RESPONSIBILITIES:

  • The Environmental Technologist will be responsible for acquiring sampling kits from laboratories and reviewing the analysis bill.
  • Purchase of sampling items and safety equipment.
  • Prepare quotes for the purchase of larger type sampling equipment.
