DESCRIPTION

The Epidemiology Analyst provides advanced analytic and epidemiological expertise to support the Adult Mental Health Division’s mission to improve the mental health and wellness of adults in Hawaii. This position collects, analyzes, and interprets behavioral health and service utilization data to inform policy, planning, program development, and quality improvement. The analyst works with diverse data systems, ensures compliance with federal and state reporting requirements, and collaborates with internal and external partners to strengthen AMHD’s public health surveillance capacity.
Acquire, clean, and manage datasets from multiple sources, including electronic health records, Medicaid claims, public health surveillance systems, and community surveys.
· Maintain secure databases in compliance with HIPAA and state confidentiality regulations.
· Develop standardized data dictionaries, metadata, and quality assurance protocols.
· Conduct statistical analyses to identify trends, disparities, and outcomes in adult mental health indicators, service utilization, and population health measures.
· Apply epidemiological methods to evaluate risk factors, treatment effectiveness, and system performance.
· Prepare population-based estimates, projections, and needs assessments.
· Develop regular and ad hoc epidemiology reports, dashboards, fact sheets, and presentations for internal leadership, legislative requests, grant reporting, and public dissemination.
· Translate technical findings into clear, actionable recommendations for decision-makers and stakeholders.
· Support program evaluation by integrating quantitative and qualitative findings.
· Maintain and enhance AMHD’s surveillance systems for adult mental health conditions and behavioral health service use.
· Monitor behavioral health indicators at the state, county, and sub-population levels.
· Detect emerging trends, outbreaks, or gaps in mental health service access and quality.
· Partner with other Department of Health programs, Medicaid, academic institutions, and community organizations to share data and conduct joint analyses.
· Provide training and technical assistance on data interpretation, epidemiological methods, and performance measures to AMHD staff and contracted providers.
· Participate in grant applications and federally mandated reporting efforts (e.g.,
· SAMHSA block grants, CMS quality measures).
· Performs other duties as assigned

MINIMUM KNOWLEDGE, SKILLS, AND EDUCATION AND/OR EXPERIENCE:

· Master’s degree from an accredited college or university in Public Health, Psychology, Epidemiology, Data Science, Biostatistics, or related field.
· Two years of professional experience in epidemiology, data analysis, or public health research, preferably in behavioral health or healthcare systems.
· Proficiency in statistical software (e.g., R, SAS, SPSS, or Stata) and data visualization tools (e.g., Tableau, Power BI).
· Knowledge of epidemiological principles and methods, behavioral health data systems and mental health indicators, federal and state confidentiality laws, research design, survey methodology, and health data coding systems.
· Perform complex statistical analyses and interpret results accurately.
· Communicate complex findings to both technical and non-technical audiences.
· Manage multiple projects with attention to detail and deadlines.
Work collaboratively in a multidisciplinary and culturally diverse environment.
