JOB SUMMARY

As the Emergency Preparedness, Resilience and Response (EPRR)Training Manager (eLearning), you will play a central role in the design, development, and delivery of EPRR training across the UK Health Security Agency (UKHSA) and the wider health sector. You will lead complex eLearning projects, producing high-quality standalone digital training resources and contributing to blended learning programmes that include in-person and online delivery.
This role involves managing the full training cycle from curriculum design and stakeholder engagement through to delivery, assessment, and evaluation. You will ensure that learning materials meet professional standards and awarding body requirements, and that learners are supported to successfully apply their learning in practice.
Working collaboratively with Senior Training Managers, Training Coordinators, and subject matter experts, you will help shape a modern, scalable, and self-service eLearning offer. This includes developing a responsive support model and contributing to the strategic growth of UKHSA’s EPRR training portfolio. The role may involve regular travel across the UK for meetings, training delivery, and stakeholder engagement.

JOB DESCRIPTION

As an EPRR Training Manager (eLearning), you will be central to the development and delivery of Emergency Preparedness, Resilience and Response (EPRR) training across UKHSA and the wider health sector. This role leads the design and production of high-quality, health-focused digital learning and supports blended learning initiatives, including face-to-face and virtual training delivery.
You will act as the eLearning lead within the EPRR Training Team, managing end-to-end instructional design projects and supporting a fully self-service digital training offer.
You will collaborate with colleagues and stakeholders across UKHSA, external partners, and professional awarding bodies to ensure training is aligned to national standards and meets the learning needs of adult professionals in health protection and emergency response.

Key Duties and Responsibilities:

  • Lead the design, development and evaluation of eLearning and blended EPRR training programmes for UKHSA and wider health sector audiences.
  • Manage the end-to-end development process, including authoring content, engaging stakeholders, and implementing assessment approaches.
  • Support quality assurance, accreditation, and compliance with awarding body standards.
  • Collaborate with colleagues and training coordinators to ensure courses run efficiently and align with national EPRR training standards.
  • Act as the eLearning lead within the team, advising on use of authoring tools and learning platforms.
  • Contribute to stakeholder engagement, training needs analysis, and data reporting.
  • Deliver online and face-to-face training as required.
  • Maintain records, monitor outcomes, and report against strategic objectives.
  • Support teaching best practice, continuous improvement, and learner experience.
  • Promote a culture of inclusion, and uphold UKHSA’s values in health, safety, and equality.
  • Line manage designated staff and contribute to wider UKHSA training initiatives.

Teaching, Learning and Assessment

  • Design, develop, and evaluate EPRR eLearning courses and blended training packages to align with agreed standards.
  • Lead the authoring and implementation of standalone digital training modules using authoring tools and learning management systems (LMS).
  • Collaborate with subject matter experts to ensure training is accurate, current, and aligned to national frameworks and regulatory standards.
  • Deliver occasional online and in-person teaching, workshops, or briefings to internal and external audiences.
  • Contribute to the development and application of appropriate assessments, including formative and summative methods, ensuring compliance with awarding body regulations.
  • Participate in curriculum reviews, training needs analyses, and learner feedback processes to enhance training quality and impact.
  • Support a community of practice in adult learning, ensuring continual application of pedagogical best practice.

Project Leadership and Innovation

  • Lead the full lifecycle of digital learning projects from concept through scoping, design, implementation, QA, evaluation, and iteration.
  • Engage with stakeholders to develop course content and contribute to the vision for a scalable, self-service eLearning offer.
  • Use data, evaluation, and learner feedback to iterate and improve training content and delivery.
  • Maintain accurate records of training development activities, performance metrics, and learner engagement.
  • Provide advice and support to team members and stakeholders on eLearning design and tools.
  • Support procurement and contract management processes related to external eLearning suppliers, where required.

LMS and Quality Assurance

  • Manage a dedicated learning management system (LMS), ensuring content is maintained, accessible, and aligned to organisational requirements.
  • Work with Training Coordinators to schedule training, manage enrolment, and track participation.
  • Ensure all digital learning outputs meet accessibility, inclusion, and health literacy standards.
  • Support the quality assurance of accredited programmes, including auditing, moderation, and regulatory engagement.

Leadership and Collaboration

  • Line manage designated staff and/or contractors, overseeing their development, performance, and well-being.
  • Act as a role model in professionalism, inclusivity, and collaborative working.
  • Promote the EPRR Training offer to internal and external stakeholders, building strong relationships across UKHSA, the NHS, local government, and partner agencies.
  • Work closely with other training managers and senior training managers to align planning, delivery, and innovation across the training portfolio.
  • Support internal and external reporting by contributing to KPIs, impact metrics, and business cases.
