The Department of Children and Families Office of Diversity and Equity (ODE) is under the direction of the Commissioner’s Office. The ODE is comprised of Equal Employment Opportunity professionals consisting of a Director, Manager and Equal Employment Opportunity Specialists. These Equal Employment Opportunity professionals are mandated by Connecticut statutes to coach the DCF in its compliance with federal and state civil rights laws and other applicable civil rights mandates. See Conn. Gen. Stat. Sec. 46a-68. This state law extends to every Connecticut state agency to ensure the State’s day-to-day business operations, practices, policies and procedures align with the intent of federal and state civil rights mandates. The ODE is responsible for reporting the DCF’s good faith efforts to comply with the Connecticut Commission on Human Rights and Opportunities (CHRO) Affirmative Action Regulations via the writing and submission of the DCF’s annual Affirmative Action Plan.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of clerical experience in affirmation action, equal opportunity assurance or human resources management.
NOTE: For state employees clerical experience is interpreted at the level of an Office Assistant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of two (2) years.

PREFERRED QUALIFICATIONS

  • Experience in assisting EEO professionals in the development of Affirmative Action Plans and other reports
  • Experience analyzing technical data and creating information reports as they relate to equal employment and affirmative action goals
  • Experience in utilizing Microsoft/Outlook/Excel and/or similar software for the utilization of drafting minutes, data tracking and reporting
  • Experience in arranging and coordinating meetings (including space and equipment)
  • Experience in Program Goal implementation

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • In accordance with Connecticut General Statute, incumbents in this class must complete five (5) hours of training during the first year of service or designation and a minimum of three (3) hours biannually thereafter. This training shall include (1) state and federal discrimination laws and (2) internal discrimination investigation techniques which will be provided by the Commission on Human Rights and Opportunities and the Permanent Commission on the Status of Women.

The State of Connecticut, Department of Children and Families (DCF), is accepting applications from qualified individuals for the position of Equal Employment Opportunity Assistant. This Equal Employment Assistant will join the Office of Diversity and Equity (ODE) / Multicultural Affairs Division.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing paraprofessional duties relating to equal employment opportunity, contract compliance and other employee or client/student rights programs.

EXAMPLES OF DUTIES

  • Assists in collection of data required for preparation of affirmative action plans;
  • Maintains data and develops affirmative action information reports for statistical analysis and other reports;
  • Assists in development of outreach/recruitment sources;
  • Establishes contacts with sources and coordinates recruitment efforts such as dissemination of job announcements and recruitment fairs;
  • Provides staff information regarding policies and procedures;
  • Provides staff with information on upward mobility paths and career progression;
  • Assists Equal Employment Opportunity professionals with special projects;
  • Performs related duties as required.
