Description SUMMARY: To operate all types of light and heavy equipment including 10-wheel dump trucks, loaders, tractors, mowers, rollers, snowplows, street sweepers, motor graders, dozers, brush cutters, backhoes, excavators, or other equipment used in the placement of rock, asphalt, dirt and the proper compaction of such in the construction and maintenance of roads and bridges, haul equipment with a semi-truck and trailer (if employee possesses a Class A CDL); and to perform related duties within the Public Services Department as assigned. ESSENTIAL DUTIES AND RESPONSIBILITIES includes the Laborer duties plus the following. Other duties may be assigned. Operate all equipment the City owns or may rent. Cleans road surfaces and applies and rakes patching material. Crack seal streets. Drives equipment in successive passes over terrain to raise or lower terrain to specified grade following markings on grade stakes or hand signals and eyesight. Ability to build a new road base or rehab an existing road. Should be able to teach other operators the safe and proper operation of construction equipment. Repair and clean storm drains. Construct and maintain curbs. Form and pour concrete. Loads and unloads equipment and material from trucks. Ability to measure distances with tape measure or other like apparatus. Assists in the repair, maintenance and erection of signs, guardrail, box culverts and bridges. Assist with traffic control. Works with asphalt crews as necessary. Fastens attachments to equipment. Ability to secure equipment to trailers for safe transportation. Understands the basic operation of farm tractors, loaders, pull-behind mowers, and skid steers used to clear and maintain right-of-way. Ability to operate a chainsaw in a safe manner in order to remove trees from right-of-way. Uses hand tools such as hammer, shovel, rake, or other tools used to maintain right-of-way. Greases, oils, and performs minor repairs on equipment. Must have at least a current Class C driver’s license and be able to drive a pickup truck at start of employment. Must obtain a CDL within 18 months of employment. Must be available for call outs. LANGUAGE SKILLS: Ability to read and comprehend simple instructions, short correspondence and memos. MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as, percentages, area, circumference, and volume. REASONING ABILITY: Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. FINANCIAL ACCOUNTABILITY: Employee is responsible for making purchases in accordance with City of Coffeyville’s Procurement Policy, with prior approval from the Public Service Superintendent. CERTIFICATES, LICENSES, REGISTRATIONS: Must obtain a CDL class A or B within 18 months of employment. OTHER SKILLS AND ABILITIES: Must be familiar with current road construction and maintenance practices. Must be able to talk with the public and discuss their concerns in a professional manner. Must be a self starter and able to work alone. Will be required to teach or show lesser experienced operators the proper operation of equipment.
