Summary The Allegheny County Department of Human Services (DHS) is seeking a Data Specialist to support the Office of Equity and Engagement (OEE). This position will play a critical role in advancing DHS’s equity priorities by not only delivering data analysis but also fostering collaboration and communication across teams and with leadership. The ideal candidate will be a mission-driven analyst with strong technical skills, a demonstrated commitment to racial equity and social justice, and the ability to act as a liaison between data teams, equity initiatives, and broader DHS stakeholders. This role combines data expertise with engagement, capacity building, and training to promote equity-centered decision-making and organizational learning. Essential Duties and Responsibilities Lead and assist with data inquiries, reports, and special projects in response to internal requests and leadership priorities. Develop dashboards, visualizations, and other tools to communicate data-driven insights. Serve as a bridge between OEE and other DHS teams to ensure data projects incorporate equity perspectives and community engagement priorities. Provide analytic support to OEE-led initiatives, including Employee Resource Group (ERG) inquiries and community engagement strategies. Assist in building data and analysis capacity within OEE, including developing training materials, facilitating workshops, and supporting staff learning. Provide training and consultation to staff across DHS on using data in equity-informed ways. Present data findings and actionable insights to leadership teams across DHS to support informed decision-making and strategic planning. Contribute to the development and monitoring of equity metrics and benchmarks. Supervisory Responsibilities None Additional Responsibilities Other duties as assigned. Knowledge, Skills and Abilities Proficiency in SQL, Tableau, and Excel. Strong communication skills, including the ability to translate complex data into accessible formats for diverse audiences. Experience with data cleaning, manipulation, and visualization. Ability to work independently and collaboratively across teams. Prior experience working in human services, government, or community-based organizations. Experience developing or delivering data-related trainings and curriculum development. Experience in the field of education, especially related to curriculum facilitation or teaching, is highly valued. Familiarity with data ethics, privacy concerns, and equitable data practices. Education/Experience Requirements Bachelor’s degree in data science, statistics, public policy, public administration, social sciences, education, or a related field, plus at least 3 years of professional experience in data analytics, including a minimum of 2 years working on equity-related projects; OR Master’s degree in one of the above fields with at least 2 years of experience in data analytics and equity work; OR An equivalent combination of education and experience. Certificates, Licenses, Registrations Act 33 and 34 clearances. -AND- Valid driver’s license The approved salary range for this position is $63,000 - $68,000 per year.
