ERS is seeking an Investment Accounting Analyst to perform complex (journey-level) financial analysis and accounting work in the Investment Accounting section of the Finance Division. Work is performed under the general supervision of the Investment Accounting and Cash Processing Supervisor with moderate latitude for the use of initiative and independent judgment.

Essential Responsibilities include, but are not limited to:

  • Assists with daily and monthly reconciliation of investment transactions, cash settlements and net asset values from PeopleSoft general ledger and the Eagle STAR investment accounting system to the master custodian system.
  • Performs monthly reconciliations of Alternative Investments from master custodian to partnerships’ financial statements, Private I financial, PeopleSoft general ledger and Eagle STAR investment accounting system.
  • Provides Investments Division with forecast on cash receipts and disbursements associated with the pension contributions, annuity payroll, insurance premium contributions, and insurance claim payments.
  • Prepares USAS voucher, general ledger journals, and wiring instructions for the transfers of money between Texas State Treasury and the custodian.
  • Maintains the daily interface of transactions from the master custodian to ERS’ general ledger.
  • Assists Investment Operations staff in researching errors on the set up of security master reference in the Eagle STAR investment accounting system.
  • Provides assistance with the verification of the daily allocation of investment income and expenses to the pension funds and the group benefits program.
  • Provides directives to the custodian to record unit activities in the unitization pools.
  • Assists Cash Processing team of the Finance Division:
  • Classifies and records cash receipts into general ledger via computer entry.
  • Prepares daily deposits delivered to the Comptroller of Public Accounts.
  • Assists in analyzing functional requirements and provides feedback for improvements to the Eagle STAR investment accounting system and/or other financial systems.
  • Assists Financial Reporting team to prepare Annual Comprehensive Financial Report and other quarterly and monthly reporting projects.
  • Attends work regularly in accordance with agency leave and attendance policies.
  • Complies with all applicable agency policies and procedures, including safety and standards of conduct.

    Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications:
  • Graduation from an accredited four-year college or university in accounting, business administration, finance, or a related field. Qualifying experience beyond the minimum required may substitute for education.
  • Two (2) years of responsible and progressive related experience in accounting and/or financial analysis work. Related experience must include experience in automated accounting systems and financial reporting.
  • Two (2) years of experience in the use of spreadsheet and word processing software (e.g., Microsoft Excel and Word).
    Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications:
  • Prefer PeopleSoft or CAPPS experience, unitization, and/or investment accounting.
  • Prefer experience writing and maintaining procedures and/or training materials.
  • Prefer Certified Public Accountant (CPA), Master of Business Administration (MBA), or Master of Professional Accounting (MPA).
