Job Details Job Shift: Day ABSTRACT OF THE POSITION: Under the guidance of the Director of Programs, the ERSEA (Eligibility, Recruitment, Selection, Enrollment, Attendance) manager’s primary function is to ensure that enrollment is at capacity and compliant with State and Federal program regulations for all SCF programs. This position is also responsible for determining eligibility, recruitment, selection, enrollment, and attendance of children, families, and expectant persons, providing oversight of these items for all SCF programs, as well as providing training, support, and guidance to other team members and families. RESPONSIBILITIES/DUTIES (including but not limited to): Interprets and explains childcare eligibility criteria, policies, and procedures Works with families from application to enrollment and throughout their enrollment Determines family eligibility based on contract requirements Assigning and reviewing work of direct reports, modeling best practices Developing work methods and procedures to support improvements Monitoring and providing ongoing feedback to direct reports Planning and adjusting work operations to meet changing program requirements Addresses and resolves ERSEA-related complaints and provide guidance to staff Prepares correspondence and translates English forms to Spanish when needed PHYSICAL REQUIREMENTS & WORKING CONDITIONS: Requires prolonged periods of concentrated attention to detail, and occasional standing, walking, kneeling, reaching, stooping, or squatting. Involves lifting, carrying, pushing, pulling, or moving objects weighing up to 50 pounds with or without material handling equipment. Requires manual dexterity to use office equipment including but not limited to copiers, computer keyboards, and phone keypads. Involves face-to-face, telephone, or virtual communication and must have adequate hearing and speaking ability. Requires driving a personal or company vehicle for off-site meetings and events. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Qualifications POSITION REQUIREMENTS: Must be at least 25 years old to transport program participants, including families with young children, to on-site or off-site events (in accordance with insurer guidelines). A valid Driver's License is required and must be maintained throughout the duration of employment. Education & Work Experience High school graduate or equivalent is required. Three (3) years of family/community service work experience is necessary. Preferred Bilingual (English-Spanish) speaking and writing skills preferred. At least 25 years old to drive program participants including families with small children to off-site or on-site events as needed (per insurer’s guidelines). Skills & Abilities Knowledge of Community Resources and Referrals. Knowledge of Head Start Policies and Procedures Performance Standards. Must be at least 21 years old, have held a driver's license for at least 3 years, and maintain a valid driver's license throughout employment. Familiarity with operating standard office machines and basic to intermediate knowledge of Microsoft Office programs (Word, Excel, and Outlook). Excellent customer service skills, including answering phones and greeting the public in a friendly and courteous manner. Self-sufficient in performing assigned duties, identifying and recommending solutions, and applying policies and procedures within the limits of authority. Demonstrates discretion and tact when interacting with supervisors, officials, employees, and the public. Possesses excellent communication skills and maintains a positive, open, and objective attitude toward others. Able to speak clearly and write legibly using the English language. Maintains the confidentiality of incoming paperwork. Other requirements include acquiring CPR/First Aid training, Live Scan Fingerprinting, negative TB results, physical, and passing drug/alcohol testing.
