HMICFRS independently assesses the effectiveness and efficiency of police forces and fire and rescue services – in the public interest. We promote improvements in policing and fire and rescue services to make everyone safer.
We are independent of the Government, police and fire and rescue services. We ask the questions that we believe the public wish to have answered and produce major reports that shine a light on issues at the very heart of policing and fire and rescue services.

JOB DESCRIPTION

This post sits in the Strategy and Governance team. The role will be pivotal in making sure that where and how we work delivers for HMICFRS and its staff.
As an Estates Operations Lead, you will oversee the daily operations of our four offices (London, Birmingham, Leeds & Salford) ensuring a high standard of service and maintenance.
You will have responsibility for the management, maintenance, repair and improvements, ensuring all our estates are provided in a safe condition and maintained to the highest standard in compliance with health and safety legislation.
You will also hold responsibility for physical office security across all four offices.

The role will involve a combination of business as usual and project management activity, including:

  • Management of our current estate over four sites, including office security and facilities management
  • Being the Health and Safety lead for the organisation
  • Providing project management support to our planned estates moves and improvements, aligned to our hybrid working arrangements, and our Levelling Up and workforce plans.

This is a full-time post; part time hours will not be considered. Flexible working is available.

Responsibilities

RESPONSIBILITIES

Working as part of a small and friendly team and being fully involved in an organisation-wide ways of working programme means this is a complex, challenging, and rewarding role.
This role will be of interest to candidates who seek variety and are comfortable operating at both strategic and tactical levels.

Day to day responsibilities include implementing our estates strategy and management by:

  • Being the main point of contact to ensure our office continues to be a great place to work for our staff
  • Taking responsibility to ensure faults/problems/ concerns are addressed and liaising with the relevant departments as needed until issues are resolved (Estates/ Facilities Management/ Security/ IT)
  • Ensuring that HMICFRS follow current policies and procedures to comply with all relevant Health and Safety legislation for our staff based in the office and those in field based roles
  • Being the main point of contact for Health, Safety and Fire matters, including providing advice for risk assessments
  • Act as point of contact between the Home Office Health Fire & Safety Team and HMICFRS staff
  • Undertaking (as a minimum) an annual inspection for our four offices, producing written reports to local management and assisting managers to implement recommendations as required and tracking progress;
  • Ensuring that all information and local training is kept up to date, is easily accessible by staff and is communicated to new and existing staff
  • Maintaining central information in relation to key contacts and roles
  • Reviewing accident and near miss reporting information and updating procedures or advice as needed
  • Identifying and monitoring risks and issues, resolving those identified where possible and ensuring matters are escalated as necessary
  • Monitoring and tracking progress of estates projects, ensuring specific milestones are met so the overall programme remains on track
  • Working with others to ensure appropriate resources are in place to deliver the projects/ operations
  • Ensuring the intended benefits are identified and progress in delivering benefits is monitored on estates projects

The role holder will need to be able to build strong relationships with staff across the organisation at all levels, external agencies and colleagues across government.
You will be expected to routinely visit each office as part of your duties and you will conduct one site visit to each on a quarterly basis. (travel away from your normal office location will be paid for). You will be required to attend our London office more frequently.
