About the job.  National Highways are recruiting a estates programme delivery manager. You will lead managing the performance of project teams, external contractors and consultants delivering a programme and ensuring adherence to effective governance, quality assurance, health and safety, technical and specialist standards across the supply chain and National Highways, to ensure successful delivery of agreed project outcomes. This role can be based out of any of our National Highway’s offices.  * You will lead the delivery of the estates and capital delivery Programme ensuring projects are delivered on time and on budget * Develop and maintain strong collaborative relationships with the Programme Board and key external stakeholders to support project objectives, whilst reporting on and reviewing the project performance. You will identify and evaluate emerging risks, issues, dependencies and constraints to agree solutions that resolve complex issues. * Oversee the feasibility, design, and assessment work for proposed projects clarifying options available to business managers, to develop robust business cases and investment proposals that clarify business benefits and quantify resource requirements and identify project interdependencies * You will be responsible to lead and motivate the project delivery teams, to ensure effective performance is delivered on each project and to support their personal development * Promote continuous improvement and innovation across the programme office to ensure that work is conducted in a manner that takes into consideration wider stakeholders, political nuance and the long-term strategic aims of National Highways About you.  * Extensive experience of leading people and teams to successful delivery of a programme of complex, high risk projects, and/or high-profile change programmes * Clear track record of managing complex relationships with multiple stakeholders and evidence of skills to influence relationships for positive outcomes. * Strong evidence of commercial skills with proven ability to negotiate and manage supply chain to deliver outcomes and drive value for money. * Track record as mentor and/or coach to develop project management talent, skills and competence within a complex project environment * Previous experience of working in an Estates and/or Facilities environment About us.  Here at National Highways, we manage and improve England’s motorways and major A roads, helping our customers have safer, smoother and more reliable journeys.
