Job Summary: We are seeking an experienced Estimator/Project Manager with a strong background in residential, commercial, federal, and public works civil construction projects, serving as both Prime and Sub-Contractor. The ideal candidate will develop accurate cost estimates, perform detailed quantity takeoffs, prepare competitive bids, and coordinate with vendors and subcontractors. In addition, this role oversees project planning, scheduling, budgeting, and team management to ensure projects are delivered safely on time, within scope, and in compliance with all regulatory requirements.
Working closely with the Construction Manager and Site Foreman, the Estimator / Project Manager will provide overall direction, coordination, implementation, and control of projects, while maintaining consistent communication with clients, engineers, architects, and regulators. This position requires strong technical, analytical, and leadership skills, with the ability to balance cost efficiency, quality, safety, and client satisfaction.
MINIMUM QUALIFICATIONS:
A. Education: Associate degree from a 2-year college preferred.
B. Experience: 5-10 years in construction, with 2-5 years in estimation and/or project management. Experience with civil projects (e.g., infrastructure, utilities) is required.
C. SKILLS & ABILITIES:
1) Technical Skills: Proficient in estimation software (Bluebeam, CostX), project management tools (MS Project, Primavera), and design software (AutoCAD, Revit); familiar with BIM processes.
2) Analytical Skills: Strong ability to interpret civil construction drawings, specifications, and contracts with exceptional attention to detail for estimates and project oversight.
3) Knowledge: In-depth understanding of civil construction methods, materials, labor rates, industry standards (RSMeans), and regulatory requirements.Mathematical: Skilled in quantity takeoffs, cost estimating, and applying complex calculations to schedules and budgets.

7) Technology & Reporting: Proficient with MS Office (Excel, Word, PowerPoint) and ERP/accounting software (e.g., Sage 100 ERP) for financial tracking and reporting.
8) Team & Client Focus: Collaborative, customer-service oriented, and committed to achieving project goals while fostering positive relationships.
9) Field Readiness: Comfortable working in both office and field environments, including site visits and inspections.

I. Team Management: Lead multidisciplinary teams, including engineers, contractors, and laborers, ensuring clear communication and task alignment.
J. Budget Oversight: Monitor project finances, approve expenditures, and prevent cost overruns. Negotiate contracts as needed.
K. Quality and Safety Control: Conduct site inspections to ensure work meets design specifications, building codes, and safety standards (e.g., OSHA).
L. Stakeholder Communication: Liaise with clients, architects, engineers, and regulators, providing regular progress updates and resolving concerns.
M. Risk Management: Identify and mitigate risks, such as delays, site issues, or labor disputes.
N. Regulatory Compliance: Ensure adherence to local, state, and federal regulations, including environmental and permitting requirements.
O. Documentation: Maintain records of estimates, contracts, change orders, and project reports for accountability.
P. Perform other duties as assigned.
