Description
Introduction IOM Fiji is seeking a consultant to evaluate the overall implementation and outcomes of the “Partnerships for Climate Mobility” project for learning and accountability and to demonstrate project results to project stakeholders and beneficiaries. The specific objectives of the evaluation, therefore, will be to: A. Highlight the achievement of results B. Review project relevance, coherence, effectiveness, efficiency, impact and sustainability. C. Document lessons learned and best practices and provide actionable recommendations for design and implementation of similar projects in the future D. Assist in assessing value for money for the intervention   Project Context and Scope The project “Partnerships for Climate Mobility”, funded by UN Trust Fund for Human Security (UNTFHS), builds on the Pacific Climate Change Migration and Human Security (PCCMHS) programme and the newly endorsed Pacific Regional Framework on Climate Mobility. It aims to strengthen resilience and adaptive capacity of vulnerable communities in Fiji and Tuvalu, while generating lessons and policy guidance applicable across all Pacific Island Countries. By promoting inclusive, rights-based approaches to planned relocation, migration, and displacement, the project seeks to ensure that mobility remains a choice, displacement is minimized, and communities are empowered to adapt to climate change. The project aims to strengthen resilience and adaptive capacity of vulnerable communities facing climate related mobility and disasters in Fiji and Tuvalu, while generating lessons and policy guidance with broad applicability for all Pacific Island Countries.
