Description
IOM Fiji is seeking a consultant to evaluate the overall implementation and outcomes of the “Pacific Climate Change Migration and Human Security (PCCMHS)-Programme-Phase II” project for learning and accountability and to demonstrate project results to project stakeholders and beneficiaries. The specific objectives of the evaluation, therefore, will be to: a. Highlight the achievement of results b. Review project relevance, coherence, effectiveness, efficiency, impact and sustainability. c. Document lessons learned and best practices and provide actionable recommendations for design and implementation of similar projects in the future d. Assist in assessing value for money for the intervention Project Context and Scope The Pacific Climate Change Migration and Human Security Programme (PCCMHS) – Phase II (2023–2026), funded by the New Zealand Ministry of Foreign Affairs and Trade, builds on Phase I to strengthen the resilience and adaptive capacity of Pacific Islanders facing climate change impacts such as rising sea levels, extreme weather, and displacement. The programme seeks to ensure migration remains a choice rather than a necessity, supporting governments to manage mobility as part of broader resilience strategies while safeguarding human rights. Through regional cooperation, national policy development, and civil society engagement, PCCMHS promotes inclusive, rights-based, and locally driven approaches to climate mobility. An external evaluation will assess the programme’s relevance, effectiveness, impact, and sustainability, highlight achievements and lessons learned, and provide recommendations to inform Phase III and future interventions, ensuring accountability, value for money, and alignment with regional and global frameworks such as the FRDP, the 2050 Strategy, and the UN Sustainable Development Goals.
