Evaluation Specialist is assigned to the California Department of Public Health (CDPH), Office of Infectious Disease Preparedness and Response (OIDPR), under the general supervision of the Program Evaluation and Quality Improvement (PEQI) Unit Chief. The PEQI Unit is responsible for evaluating and continuously improving the quality of OIDPR programs and infectious disease emergency preparedness activities, including the monitoring and evaluation of the Pathways into Public Health (Pathways) Fellowship and Internship Programs
The Evaluation Specialist is an experienced professional who serves as the evaluation subject matter expert for the Pathways Fellowship Program – a public health workforce training program in which fellows are placed in local county or city health departments within California to gain public health work experience. This role requires an in-depth understanding of the application of evaluation theory and practice and will independently perform a variety of responsiblities within the PEQI Unit. The Evaluation Specialist is expected to utilize deep subject matter expertise to: design appropriate evaluation instruments; manage complex data; conduct thorough and precise data analysis; and interpret data clearly to determine the course of the Fellowship’s programmatic direction. This position is responsible for ensuring that appropriate evaluation methods are implemented and that accurate data is collected to show meaningful outcomes and results for this large, complex Fellowship Program. This role requires the ability to establish and maintain effective consultative and collaborative working relationships with internal and external partners to ensure the collection and exchange of project data. Additionally, this position independently leads continuous quality improvement efforts for the Fellowship Program by analyzing problems identified, identifying appropriate solutions, and developing new procedures for implementation.
With broad knowledge of program evaluation and quality improvement, the Evaluation Specialist provides technical assistance across OIDPR teams and supports emerging evaluation needs related to infectious disease preparedness (e.g., H5N1). This position operates independently, collaborates effectively across multidisciplinary teams, and produces actionable recommendations to enhance program outcomes. In the case of a public health emergency, this position may be asked to redirect to serve rotations in emergency staffing roles aligned with their classification level and skills.
The final salary and offer components are subject to additional approvals based on UC policy.
