1. People in Need People in Need (PIN) is a Czech non-profit, non-governmental organization that has been implementing relief and development projects in crisis regions around the globe over its twenty-year history. PIN is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. PIN draws on extensive past experiences and lessons learned across development, emergency and post emergency contexts to design, implement and monitor quality programming. Since 2013, People in Need (PIN) has been involved in disaster risk management activities, particularly in Cambodia with the development of the Early Warning System EWS1294. In 2023, PIN started to provide technical support to disaster management organizations (DMOs) in Laos to improve their current early warning dissemination capacities and explore innovative approaches to transboundary risk communication, shared data management, and cooperation. This project developed formative research and piloted an early warning system in three provinces of Southern Laos (Champasak, Attapeu, and Saravane provinces). In 2025, the next phase of the EWS national scale-up has been launched covering in total 9 provinces. Position: Project Coordinator Number of Position: 01 Line Manager: Country Representative, Laos. Works closely with PIN Laos Finance, MEAL and Comms colleagues. Duty station: to be based in Vientiane Capital, Lao PDR with frequent travel to the field across Champasak, Attapeu, Sekong, Savannakhet, Khammuane, Saravane, Borikhamxay, Luangprabang, and Xayabouly provinces, requiring adaptability and commitment to fieldwork. Schedule: Full time position Duration: 12 months with possibility of extensions Starting date: August 1st, 2026 Salary: 1,263 USD to 1,361 USD (based on experience and skills – gross salary) 2. About the position The EWS Project Coordinator (PC) will support the implementation of the Early Warning System (EWS) project in Vientiane Capital and surrounding provinces. Reporting to the Country Representative, the Coordinator will be responsible for coordinating field-level activities, liaising with local stakeholders, and ensuring timely and quality delivery of project outputs. This role involves close collaboration with field officers, local authorities, and community members to facilitate effective project execution. The coordinator will also support monitoring, reporting, and administrative tasks, ensuring compliance with organizational and donor standards. S/he will provide strategic guidance and managing the work of Project Officers and other team members based in Vientiane Capital to deliver results effectively and efficiently. S/he will engage directly with sub-national authorities, particularly with PoAE, to foster collaboration and secure stakeholder buy-in. Additionally, s/he in cooperation with the Project Manager will coordinate the work of partners, facilitators, consultants, and enumerators, ensuring all outputs meet the required quality standards. This position is based in Vientiane Capital and involves regular travel to project sites within the province and to neighboring provinces, requiring adaptability and commitment to fieldwork. Main responsibilities: Project Coordination: · Coordinate and supervise day-to-day field activities in Vientiane Capital and other provinces, including planning and overseeing community sessions, trainings, and technical installations. · Ensure timely and quality implementation of project activities in line with work plans and guidance from the Country Representative, by tracking progress, resolving field-level issues, and ensuring deliverables meet expected standards and donor requirements. · Liaise with local authorities (e.g., PoAE, district officials) and community stakeholders to facilitate project activities, by organizing meetings and securing necessary permissions. · Support logistical arrangements for trainings, meetings, and field missions, including venue setup, transport, materials, and coordination. · Maintain regular communication with the Country Representative, providing updates on progress, challenges, and field-level feedback, through weekly reports, coordination calls, and timely escalation of any operational or safeguarding concerns. · Contribute to monthly progress reports and work plans, by compiling field data, documenting activity outcomes, and providing accurate inputs to inform planning and reporting. Financial Management & Administration: · Ensure proper filing and submission of financial documentation (receipts, invoices) related to field activities. · Monitor field-level expenditures and report any discrepancies or needs to the Country Representative and Finance &Operations team. · In cooperation with the Country Representative participate in monthly financial forecasting meetings, providing insights on anticipated expenditures, challenges, and adjustments needed for efficient financial planning, as required. · In cooperation with the Country Representative support the process of budget revision and development when necessary, ensuring alignment with project goals, donor requirements, and updated implementation plans. Programme Quality & MEAL: · Monitor the quality of the program and report any feedback to the Country Representative. · Assist in the collection of meeting minutes and other tracking documents, if necessary. · Support the Country Representative in the development of projects in order to ensure the quality of the program design. · Ensure correct filling of all activity documents (e.g. attendance lists, MoVs), both hardcopies and soft copies. · Ensure that beneficiaries are knowledgeable of PIN’s CFRM during all project activity implementation. · Ensure compliance with PIN Data Protection policy. Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH) · Carry out the duties in accordance with the PIN Code of Conduct and Key policies · Participate in training and awareness raising (CoC and KP, Safeguarding…) · Create and maintain a fulfilling and protective environment. · Ensure strict application of media policy, including consent form for use of photos and testimonials of beneficiaries and community members, data protection/secure storage. · Ensure that safeguarding is taken into account in the proposal development, report, etc. · Support the operation manager in the implementation of Safeguarding measures throughout the project cycle including risk analysis related to SEAH and Child protection at the project/program level and develop a mitigation plan accordingly. · Provide trainings and awareness sessions on Safeguarding, CoC and Key policies to partner organizations/beneficiaries, when necessary · Monitor the implementation of Safeguarding measures (e.g awareness session for affected population, training for staff, CFRM etc) Others · Support the implementation and monitoring of CFRM activities in project areas, ensuring that community feedback is collected, documented, and referred appropriately in line with PIN’s CFRM guidelines; · Promote awareness of CFRM among project stakeholders and communities, contributing to a culture of accountability and transparency. And fulfils any other tasks as required Qualifications required: Desired Knowledge, Skills and Competencies: · Minimum Bachelor’s degree in development studies, public administration, environmental science, or another relevant field. · Lao language: Native speaker level; English: Strong written and verbal communication skills (minimum B2 level or equivalent). · Minimum of 3 years of relevant work experience in project coordination, field implementation, or administrative support in development or humanitarian contexts. · Experience working in the Disaster Risk Reduction (DRR) sector or with communitybased projects is a strong advantage. · Proven experience in coordinating and supporting implementation of project activities (e.g. workshops, trainings, field visits); experience in monitoring and evaluation or communications is an asset. · Strong teamwork and communication skills, with the ability to coordinate with diverse stakeholders. · Ability to draft official correspondence and request letters to public authorities in both Lao and English. · Strong interpersonal and coordination skills; capable of representing the organization at the local level and maintaining effective relationships with partners and authorities. · Ability to work independently, manage multiple tasks, and meet deadlines under pressure.
