Snyderville Basin Special Recreation District is a vibrant and community-focused organization located in scenic Summit County, Utah. The District Executive Director is responsible for the management and supervision of the District. The District Director leads the District Department Managers and oversees all District staff, programs, and facilities. The successful applicant must pass a required pre-employment background check, and subsequent mandatory background checks in accordance with current District policy requirements. Open until filled. MINIMUM REQUIREMENTS

• Bachelor’s degree in parks and recreation, business administration, public policy, planning, or related field.
• Ten (10) years of leadership experience in parks and recreation, government organization, or related field.
• Six (6) years in a top-level administrative position, four (4) of which must be supervisory.
• Education may not be substituted for the required supervisory experience.

Personnel Management:

• Monitor and evaluate employee performance; effectively support a goal-oriented working environment to facilitate the staff’s success in the organization.
• Facilitate and be accountable for inter- and intradepartmental communications between all District departments and staff.
• Evaluate staffing requirements and direct/participate in staffing decisions; in conjunction with Department Managers, provide training for employees and identify needs for professional development; monitor and evaluate employee performance.
• Supervise the staff through Department Managers; ensure that all personnel operate in their assigned functions; ensure that staff follow through and execute Board decisions and policies. Supervise and assign department goals, functions, and staffing.
• Maintain good rapport with all staff and take steps to ensure a harmonious yet effective workforce.
• Hold Department Managers accountable and ensure that they enforce policies to achieve operational objectives.
• Organize a concise recruitment plan and carefully screen candidates when department manager vacancies occur; maintain a highly qualified professional staff.
• Oversee job descriptions and the position salary structure with defined grades for full-time exempt and hourly employees of the District as a part of the annual budget process; recommend merit increases and staff bonuses for approval by the Board.
• Periodically meet with staff to inspect trails, parks, and recreation facilities; follow through to ensure safety and maintenance issues are remedied.
• Participate in construction coordination meetings as needed for the District capital projects in conjunction with Department Managers.
• Implement safety programs and requirements to ensure staff and public activities are conducted in a safe/secure manner by trained personnel

District Administration:

• Facilitate the development of annual Director and District goals in conjunction with the Board and staff. Direct staff managed programs to ensure effective implementation, objectives, and goals in accordance with District policies and procedures.
• As the District Risk Manager, oversees District legal matters related to general liability and human resource administration; solicit advice from Summit County’s legal counsel as needed and/or required.
• Coordinate with the County Council and County Manager as necessary.
• Remain informed of the actions of financial advisors and bond counsel related to general obligation bond elections.
• Oversee calculation and record keeping of recreation facilities impact fees performed by administrative staff.
• Facilitate strong relationships with the public and other governmental agencies and organizations related to all District operations.
• Represent the District on an official level with public and private sector leaders at local and state meetings, professional conferences as deemed useful (e.g., URPA, NRPA, UASD, State Auditor), and other forums; delegate meetings to other staff as appropriate and necessary.
• Serve as the point of contact for local media in matters of District business related to operations and budgeting and works with the County Public Information Office, as necessary.
• Work closely with Department Managers to identify and collaborate on developing District policies and procedures for Board consideration and County Council approval.
• Provide financial analysis and forecasting related to capital improvements and associated operations costs.
• Supervise organizational changes and/or staff restructuring with the goal of bettering the District.
• Determine any potential adverse trends/problems and proactively direct corrective action.
• Ensure a high level of quality within all recreational services, programs, and properties by holding Department Managers accountable and providing support and direction as needed.
• Certify completion and verify accuracy of all fund transfers, Tax Rate Work Sheets, Certification of Budget, Continuing Disclosure Statements, and other District documents as required by law; be accountable for District money management in compliance with the Utah Money Management Act.
• Collaborate with staff on District communications with the Summit County Treasurer and Auditor on the distribution of property tax disbursements, annual budgets, and District debt service payments.
• Oversee the administration of service contracts for administrative services and equipment, including IT, administration building’s office equipment, phone systems, cellular phones, etc.
• Implement and uphold district policies established by the Board relating to the general public and the District’s employees.
• Perform all duties while consistently upholding and demonstrating the Executive Limitations as stated in the district’s Governance and Finance Policy Manual.
• Responsible for overseeing the management of all district assets and real property.
• Oversees compliance with GRAMA and OPMA and appoints a GRAMA office.
• Annually renews Special Service District registration with the Lt. Governor’s office

Budget:

• Work with Business Manager, Controller, and Department Managers to prepare and submit budgets to the Board and County Council annually; review all significant aspects of the budget with the Board.
• Carefully monitor the adopted budget and prepare financial reports for the Board’s review; bring any significant variance to the Board’s attention; keep the Board informed of the District’s financial position.
• Oversee necessary District budget adjustments and be accountable for timely debt service payments and financial filings.
• Oversee each Department Manager’s preparation of the department budgets and effectively balance the financial needs of all departments to benefit the District as a whole.
• Review and approve expenditures by department and ensure each Department Manager has timely and accurate financial reports to manage their budgets effectively.
• Acts as the Districts Purchasing Agent and District Risk Manager

Board Relations:

• Collaborate with Board leadership on the development of meeting agendas.
• Attend all Board meetings and discuss/review all agenda items.
• Participate in Board committee meetings as assigned or as needed.
• Respond to inquiries/questions from the Board, including appropriate follow-up.
• Provide the Board with necessary information to facilitate discussions on policy decisions.
• Give Department Managers’ input and recommendations in policy development and participate in discussions with the Board when appropriate.
• Utilize recreation professionals on staff to assist Board Members in gaining a better understanding of the parks and recreation profession and advise the Board on professional development opportunities.
• Through the Board Chair, keep Board Members advised of matters of importance as they develop between Board meetings.
• Review hiring trends, advancements, or issues with the Board in a manner in line with policies.
