JOB DESCRIPTION

The New York City Department of Transportation (NYCDOT) is seeking to hire an Executive Director of Construction Programs in ACCO’s Office. The selected candidate will be a member of ACCO’s senior procurement team and will report to the Deputy ACCO. Under the direction of the ACCO and the DACCO, with great latitude for the exercise of independent judgment, the Executive Director will manage various procurements of DOT divisions (primarily construction, construction related, and standardized services), assuring efficiency and compliance with Chapter 13 of the City Charter, the Rules of the Procurement Policy Board, the requirements of the Minority and Women-Owned Business Enterprises Development Program, and other federal/state/city mandates. The ideal candidate will have worked in a fast paced, large, complex agency and have experience in construction procurements and contract administration, in planning and coordinating, major project infrastructure programs, contracts with major impact on the community and other important projects. Perform responsible supervisory work, directing staff involved in procurement phase and administration phase of DOT contracts. Utilize PASSPort system for evaluation, analysis and approval of documents, ensuring conformity to the agency’s requirements and federal/state/city mandates. Consult and advise the ACCO and DOT managers on the specifications and scope development, examination of plans and requirements for construction and standard service procurements, in determining timelines of projects and contract administration activities, and drafting justifications for emergency contracts. Assist the ACCO management in making the final recommendation concerning the award of the contract and the provision of additional funding and defunding. Manage the dispute resolution process and coordinate the efforts to solve disputes and other contractual issues. Represent the ACCO and the agency at the various meetings with Oversight agencies. Chair agency meetings with vendors ensuring they operate within contractual limits and set guidelines. Perform other functions as required by the ACCO management. In the temporary absence of the Deputy ACCO, perform the duties of the position, as delegated.

MINIMUM QUALIFICATIONS

  1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
  2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in “1” above; or
  3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in “1” above.

PREFERRED SKILLS

Relevant experience in management of contracts and procurements in public or private sector. Extensive knowledge of Procurement Policy Board (PPB) rules, Mayor’s Office of Contract Services (MOCS) guidelines, and other relevant rules and regulations. An experience in PASSPort and FMS is also preferred.
