Title: Executive Director Reports To: President & Chief / CEO, New Brunswick Aboriginal Peoples Council
Position Summary
The Executive Director (ED) is the senior administrator of the New Brunswick Aboriginal Peoples Council (NBAPC), responsible for operational management, and strategic direction of the organization in alignment with its mission and goals. As the public face of NBAPC, the Executive Director will work to improve the cultural, social, economic, and political wellbeing of off-reserve Indigenous Peoples in New Brunswick, and promote the Council’s long-standing pursuit of self-government, cultural affirmation, and rights recognition.
The ED ensures the efficient operation of NBAPC’s programs and services, and sustains the credibility and influence of NBAPC with members, governments, Indigenous partners, funders, and the broader public.

“To achieve self-government and to exercise full control over the lives, lands, cultures, and institutions of off-reserve Aboriginal Peoples in New Brunswick.”

Key Responsibilities
Strategic & Operational Leadership
- Lead the development and implementation of NBAPC’s strategic and operational plans.
- Ensure programs and services reflect community priorities and support long-term self-determination.
- Advise the Chief & President on policy, legal, political and operational matters; provide strategic recommendations to advance NBAPC’s goals.
- Develop and maintain effective operational processes and organizational policies.
Representation & Advocacy
- Represent NBAPC and its membership in discussions with federal, provincial, municipal governments, Indigenous organizations, and industry.
- Advocate for the recognition and implementation of off-reserve Aboriginal and Treaty rights.
- Promote NBAPC’s voice in policy processes related to land, resources, health, education, justice, and other self-government matters.
Financial Management
- Oversee NBAPC’s budget, financial planning, reporting, and audit processes.
- Ensure compliance with all funding agreements and regulatory requirements.
- Seek new sources of funding through proposal writing, government negotiations, and strategic partnerships.
Programs and Service Delivery
- Oversee the design and delivery of all NBAPC programs including housing, education, employment, health, justice, youth, culture, and others.
- Ensure that all initiatives reflect the priorities and unique needs of off-reserve Indigenous Peoples.
- Monitor effectiveness and ensure alignment with the Council’s mission and accountability to funders.
Organizational Management
- Lead, mentor, and manage NBAPC’s staff team with respect, inclusivity, and excellence.
- Maintain an effective performance management system for staff.
- Ensure administrative efficiency, robust IT systems, records management, and universal filing across departments.
- Establish and support internal committees as needed for governance and operations.
Community Relations & Engagement
- Foster transparent and respectful communication with NBAPC members.
- Ensure timely publication of minutes, reports, and Council communications.
- Coordinate member consultations, assemblies, and regional meetings.
- Promote and celebrate cultural revitalization and community identity.
Qualifications
- Strong knowledge of Indigenous rights, off-reserve issues, and relevant federal/provincial policies
- Degree in Public Administration, Indigenous Studies, Law, Business, or a related field (Master’s or equivalent experience preferred)
- Minimum 7+ years senior leadership experience, preferably within Indigenous governance, non-profit, or political organizations
- Demonstrated experience in financial oversight, government relations, policy development, and community advocacy
- Proven success in fund development and program administration
- Exceptional verbal, written, and interpersonal communication skills
- Familiarity with federal/provincial/municipal legislative frameworks affecting Indigenous Peoples
- High ethical standards, cultural competency, and respect for confidentiality
- Bilingualism (English and French) is preferred
Working Conditions
- Full-time position based in Fredericton, New Brunswick, with regular travel throughout the province and occasional national/international travel.
- Availability for evening and weekend work as required.
- Valid driver’s license and access to a reliable vehicle.
