POSITION: Executive Director of Administration and FinanceLOCATION: Newport Public SchoolsREPORTS TO: Superintendent of SchoolsSCHOOL YEAR: JOB DESCRIPTION: The Executive Director of Business and Finance leads the financial planning and operations of the school department, including the development, administration, and reporting of the annual budget, coordination of audits, and oversight of all business office functions such as payroll, purchasing, and revenue management. This role also supervises multiple departmentsincluding Human Resources, Transportation, and Food Services.EDUCATION, TRAINING, and EXPERIENCE: Masters Degree required in related field; CPA preferred. Strong background in accounting and finance, fund accounting experience necessary (i.e., not for profit or government).Knowledge of internal controls and experience in developing policies that support a strong internal control system.Rhode Island Department of Education Certification as a School Business Administrator required.Strong communicator with the sensitivity and ability to negotiate political environments.Experience in budget development; public and school sector preferred.Experience in government reporting, State and Federal.State and federal grants processes and requirements preferred. Knowledge of UCOA helpful.A thorough knowledge of accepted accounting principles and practices.Proven ability in financial management and extensive experience in managing personnel.Must be proficient in Microsoft Excel, Word, and preferably in Access Database; Ability to navigate through Schools Financial System (Lawson & Munis) and create custom reports.Hands on Manager with ability and willingness to delve into Business Operations.A proven history of ethics, initiative and independence.Demonstrated ability to perform the responsibilities below as evidenced by previous experience and the interview process.Such alternatives to the above qualifications as the committee may find appropriate and acceptable.RESPONSIBILITIES: Prepares and administers the preliminary school department budget and oversees the completion of the final school committee annual budget.Facilitates the auditing of the annual budget by independent, federal and state auditors.Prepares all necessary financial reports for school committee, and all applicable federal and state agencies.Directly supervises the daily operations of the human resources department, transportation department, payroll functions, purchasing, non-public textbook program and food service operations.Supervise and evaluate all Business Office personnel.Provides oversight and monitoring of all business office functions.
Functions include all revenue funds, fixed assets inventory, purchasing, accounts payable, accounts receivable and payroll.Participates as necessary on the negotiating teams for the certified personnel and support personnel.Negotiates insurance contracts for health, dental and group life insurance contracts.Serves as School Department Risk Manager in all insurance matters.Prepares projected year end revenue and expense reports for school committee on a monthly basis.Interfaces with the Student Services Department to ensure accurate projections and reporting of the special education revenues and expenditures.Develops policies and procedures as necessary to support the operations of the Administration and Finance function.Attends School Committee Meetings, Budget meetings, Budget Workshops and other meetings as requested by the Superintendent of Schools.Performs related work as required by the Superintendent of Schools.TERMS OF EMPLOYMENT: 12 month EmploymentSalary in accordance with the NPS Admin Salary chart. Grade 9: $ 125,000.00 to $ 158,803.64Applicants are not to approach members of the Newport School Committee.
