DESCRIPTION

Under the direction of the Chief Academic Officer, the Executive Director of Curriculum, Instruction, and Assessment provides leadership to ensure that all HCPSS students have access to rigorous, high-quality instruction aligned with college and career readiness expectations. This role supports the HCPSS Strategic Plan and the Blueprint for Maryland’s Future by advancing systemwide instructional priorities that improve student outcomes and close opportunity gaps. The Executive Director oversees the development, implementation, and evaluation of PreK-12 curriculum and instructional practices in alignment with MSDE policies and initiatives. The role also supports the effective design and delivery of instruction for multilingual learners, students with disabilities, and other diverse student populations. The Executive Director works collaboratively across departments to promote coherent instructional systems, strengthen educator capacity, and use data to drive continuous improvement.

EDUCATION:

  • Master’s degree in education from an accredited college or university with an emphasis on curriculum, instruction or educational leadership

EXPERIENCE:

  • Eight years of leadership experience in a public school system in the field of Curriculum, Instruction, or Assessment, at least three of which must include:
  • Supervisory experience for professional and paraprofessional staff
  • Leadership experience in curriculum and assessment development, implementation, and evaluation

PREFERRED QUALIFICATIONS

  • Doctoral degree from an accredited college or university in education with an emphasis in curriculum, instruction, or educational leadership.
  • Experience using student data to make programmatic decisions.
  • Experience overseeing operating and/or grant budgets within a large-scale organization, such as a public school system serving 50,000 or more students, or a comparably complex organization.

  • Knowledge of current research in teaching at the elementary and secondary level and experience in implementing such research.

Responsibilities

  • Provides leadership in all matters related to the development and implementation of an HCPSS elementary and secondary curriculum that aligns with Maryland College and Career Ready Standards and facilitates the provision of services to schools to accelerate student achievement .
  • Supervises, evaluates the performance of, and provides professional support to the Director of Curriculum, Instruction, and Assessment and curriculum coordinators .
  • Provides ongoing, customized leadership development experiences for emerging, developing, practicing, and accomplished leaders within Curricular Programs .
  • Oversees the development and expenditure of the budget for all areas within curricular programs.
  • Provides leadership to the development and implementation of effective and ongoing communication to parents, families, and the community as it relates to the instructional program.
  • Provides program updates to the Board of Education through board reports and memos and attends Board of Education program meetings and budget work sessions .
  • Serves as a member of the Executive Leadership Team, District Support Team, and liaison with the Maryland State Department of Education in areas related to curriculum and instruction .
  • Develops criteria and procedures for ongoing evaluation of curricular programs.
