QUALIFICATIONS
As the successful candidate your background includes extensive related senior management experience with success in formulating new programs and managing complex issues to achieve results. Demonstrated capital planning, policy, strategic planning and budget experience will be essential to your success. You are known for your ability to influence and collaborate with a diverse group of stakeholders to achieve innovative outcomes. Key strengths include the ability to articulate a strong vision and build an organizational culture that embraces collaboration, systems thinking, innovation and best practices. Knowledge and an understanding of government accountability mechanisms and performance management systems will also support your success in this role. A related degree is preferred.
Reporting to the Assistant Deputy Minister, Capital Planning, Grants and Engineering Services, the Executive Director, Planning and Program Management will provide leadership, strategic direction and oversight to ensure capital and long-range transportation plans support the government’s strategic plan, the economic, social and environmental priorities and the department’s business plan and objectives. As the Executive Director, you will oversee a senior management team in the development of the capital plan and provide strategic advice on using a disciplined approach to implementation that meets the demands for critical infrastructure. A key component of this role will be the accountability for management of the department’s construction plan. Working with internal and external stakeholders, you will guide your team’s development of an investment framework that aligns with policy direction and is based on sound data and forecasting practices (i.e. long-range planning, asset management system/principles and Alberta’s Spatial Economic Transportation models). A key component of this role will be the accountability for management of the department’s construction plan. As a member of the ministry executive director team, you will champion a collaborative culture, present options to address business challenges and build organizational capacity.
