Primary objective
The Executive Director is responsible for leading and delivering a centre of expertise for strategy, strategic policy, governance and project
management. The incumbent provides leadership for strategic reform, performance, agency projects and the digital and data direction of the
Department.
Context statement
The Department of Education and Training (the department) is a system that delivers, supports and regulates early childhood, school education
and training services. Centre of expertise for strategy; strategic policy; governance; project management; and driving sustained reform across
the department through the delivery of strategic analysis, policy development and performance monitoring services, focused on the school
reform agenda and identification and evaluation of emerging planning and decision influences in the areas of early childhood, primary, secondary
and tertiary/vocational education.
Key duties and responsibilities
1. Effectively lead the provision of high level strategic advice to senior management and government on policies, directions and programs and
their implications for the Northern Territory.
2. Manage and coordinate intra and inter-governmental relationships at the NT, state and Commonwealth level including relationships with non-
government schooling sector and higher education and international education sectors.
3. Lead agency level strategic planning with executive and facilitate development of strategic policies/strategies to achieve sustainable success
of the Department to positively transform education outcomes consistent with NTG specific priorities.
4. Lead development of agency expertise in governance, strategic policy development, performance and systems that foster strong project
management and our digital and data directions.
5. Communicate clear program aims, policy development and program coordination that ensure consistency in the implementation of relevant
Northern Territory and National reform agendas to optimise services in a regional delivery model that focus on results and quality education
and training.
6. Control risk management in a politically sensitive context in an open and transparent environment by ensuring all stakeholders are aware of
their roles and responsibilities and any potential issues are addressed as they emerge.
7. Represent and promote the interests of the department on a range of high level committees both within the NT and at the national level,
manage relationships and networks across government and non-government sectors to design and implement strategic priorities.
Selection criteria
Essential
1. Proven history of success at senior executive level in leading the development, delivery, and monitoring of effective strategy, policies, and
programs for a large and complex agency, whilst leading change that is focussed on performance and building excellence in project
management and sound governance.
2. Highly developed strategic, conceptual and analytical skills with the demonstrated ability to interpret the political environment, lead cultural
change and reform, develop frameworks and methodologies, and lead multifaceted projects that develop strategic solutions to support
system improvement.
3. Extensive knowledge of contemporary educational (reform), policy, and systemic implementation issues and the socioeconomic and cultural
complexities of the Northern Territory.
4. Ability to apply sound change management processes and effectively consult with a range of stakeholders, bring together a disparity of
views, present options and influence decisions.
5. Ability to maintain high-level personal performance, to manage pressure, and modify approaches to suit changing client and policy
requirements.
6. Excellent understanding of the processes of government and a broad range of experience in preparing and presenting high-level briefings,
reports and other forms of strategic input, insight, and advice on complex educational issues including the ability to negotiate, present
persuasively and deal confidently with Commonwealth, State and Territory executive government officials.
Desirable
1. Relevant tertiary and post graduate qualifications.

The successful applicant will be required to hold a driver’s licence, current Northern Territory working with children clearance notice and undergo
a criminal history check. In addition, applicants will be required to undertake remote travel in four-wheel drive vehicles and light aircraft and be
required to pivot to manage aspects of emergency management if required. Some out of work hours duties are required
