Lead Engineering Transformation Executive Manager – Maintenance Control (Nominated Postholder – Continuing Airworthiness & Engineering Operations) Air Niugini Limited is seeking an accomplished, strategic, and highly experienced aviation engineering executive to lead the airline’s Maintenance Control function and ensure the continued airworthiness, safety, reliability, and regulatory compliance of the Company’s fleet operations. Reporting directly to the Chief Executive Officer, the Executive Manager Maintenance Control (EMMC) is the CASA PNG-approved Nominated Postholder responsible for all aircraft engineering, maintenance, technical operations, and continuing airworthiness activities conducted under the Air Operator Certificate (AOC). This is a critical executive leadership role requiring exceptional technical capability, operational leadership, commercial acumen, and regulatory expertise within a dynamic and highly regulated airline environment. This exciting opportunity offers the successful candidate the ability to influence fleet reliability, engineering performance, operational excellence, and aviation safety at the highest level within Papua New Guinea’s national airline. Key Responsibilities * The Executive Manager Maintenance Control will provide strategic and operational leadership across all aircraft engineering and maintenance activities, including: * Ensuring full compliance with CASA PNG regulations, AOC requirements, approved maintenance programs, and company engineering standards. * Leading the overall management, administration, and performance of the Maintenance Control Department. * Ensuring the safe, efficient, and timely maintenance of Air Niugini’s fleet to the highest standards of airworthiness and operational reliability. * Managing maintenance planning, technical services, reliability programs, engineering support, configuration control, and fleet technical performance. * Overseeing maintenance contracts, MRO relationships, suppliers, contractors, and technical service providers. * Driving safety, quality assurance, risk management, and continuous improvement initiatives across engineering operations. * Ensuring sufficient manpower, technical capability, tooling, facilities, aircraft spares, and engineering resources are available to support operations. * Providing executive oversight for aircraft acquisitions, lease transitions, modifications, retrofits, and entry-into-service projects. * Reviewing and approving Service Bulletins, engineering changes, maintenance procedures, and technical policies. * Ensuring effective management of technical records, approved data libraries, maintenance documentation, and regulatory compliance systems. * Leading investigations into recurring defects, technical incidents, and engineering reliability concerns while implementing corrective actions. * Building strong collaborative relationships with regulatory authorities, OEMs, lessors, suppliers, contractors, and internal stakeholders. Qualifications & Experience The ideal candidate will possess: * Degree qualifications in Aircraft Engineering, Aerospace Engineering, Aviation Maintenance Management, or a related discipline. * Aircraft Maintenance Engineer Licence (AMEL) or equivalent ICAO-recognised licence preferred. * Extensive senior leadership experience within airline engineering, maintenance control, continuing airworthiness management, or MRO operations. * Strong working knowledge of CASA PNG regulations, ICAO standards, Part 145, Part 119 and Part 121 requirements, and Continuing Airworthiness Management principles. * Compliance with the requirements of CASA PNG Civil Aviation Rule Part 119 – Appendix A1. * Demonstrated experience managing fleet technical operations, engineering planning, reliability programs, and maintenance compliance systems. * Proven capability in strategic leadership, budget management, contract negotiation, and operational decision-making. * Strong understanding of Safety Management Systems (SMS), Quality Management Systems (QMS), and aviation risk management frameworks. * Exceptional stakeholder engagement, leadership, communication, and people management skills. * Experience managing multi-fleet airline operations within a highly regulated aviation environment will be highly regarded.
