Job Description:

QUALIFICATIONS

Education and Experience

  • MBA, MPA or other graduate or professional degree with relevant experience.
  • 10 + years’ experience at an executive leadership level in the planning, management and oversight of a full range of centralized financial and corporate services, and systems.
  • Expertise in leading corporate service programs such as finance, IT or Risk. within a modern controllership and risk management environment, ideally with experience in the broader public sector.

Knowledge and Skills

  • A proven strategic leader with expertise in both championing change and leading critical transformation for a new organizational culture and vision,
  • Knowledge/understanding of relevant legislation, , business principles and best practices as well as finance controllership, accountability and risk mitigation principles and standards.
  • Knowledge and understanding of leading technology practices to ensure the building of a large IT infrastructure and systems which are critical to program implementation.
  • Understanding of Data Science principles and management.
  • Knowledge of Facilities Management practices and procedures
  • Demonstrates ability to foster collaborative and effective relationships and teams.
  • Leadership skills to build a new organizational structure, systems, and standards.

Responsibilities

PURPOSE OF POSITION

Accountable for the strategic direction and thought leadership necessary to ensure sound decision-making, controllership and oversight of FSRA’s Corporate Services function to meet the financial, risk management, information technology and other centralized corporate requirements. across the FSRA.

KEY RESPONSIBILITIES

  • Sets the vision, strategy and priorities for and executes the corporate services function, after understanding and assessing the priorities, objectives and requirements across FSRA, to lead the provision of centralized, focused strategic expertise, advice, support and oversight of all corporate services, including: finance/business planning, revenue and expense management, procurement, funding models, risk identification, mitigation and management, information technology, and facilities planning.
  • Provides executive leadership and oversight in the establishment and management of the FSRA financial controllership and accountability framework for budget/financial planning, reporting and management, ensuring alignment with FSRA’s mandate and adherence to financial controllership and risk management principles and standards.
  • Co-leads the strategic planning function with the EVP, Policy to ensure direction and alignment with MOF goals and objectives and to direct the work of the organization.
  • Ensures the development of operational plans for corporate services which align with the overall FSRA strategic plan and the development, monitoring and reporting of performance metrics and risks related to corporate services.
  • Drives and champions all transformation and continuous improvement initiatives across FSRA, ensuring expertise, support and project management oversight are provided to leaders through ongoing transformation projects and activities, including continuing implementation of back office and data management systems and the modernization of IT applications and infrastructure, with the Chief Information Officer.
  • Provides executive leadership for strategic prioritization, capacity building, development and implementation of new and enhanced corporate systems, business processes, tools and guidelines to support FSRA’s goals and business priorities, balancing cost, immediate needs with the modernization agenda and the achievement of FSRA’s mandate.
  • Provides executive leadership and accountability for the development and execution of strategies, frameworks, internal policies, processes, and program initiatives for corporate services, ensuring consistency in corporate administration and support across the enterprise.
  • Leads the delivery of Performance Standards to provide metrics and KPIs to demonstrate value and performance and drive results.
  • Provides strategic executive level advice and support to the Chief Executive Officer, Board of Directors and leadership team on all corporate service initiatives, services, risks, and issues and presents to the Board upon request.
  • Develops an agile and flexible evolving organization structure and work environment which stays at the forefront of innovation, collaboration and positive employee experience through a diverse multi-disciplinary team. Champions and promotes an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FRSA.
