JOB SUMMARY

The Primary purpose of the ESM post is, on behalf of the Clyde Authorisee, to directly support the NWP and CASD by being part of a team with the necessary Nuclear Weapon and WOME competences to assess the safety of activities being undertaken at Coulport and Faslane.
ESM is responsible for the provision of support to the Coulport Site Operator in discharging responsibilities for Explosive and NW regulatory compliance when undertaking Nuclear Weapon and WOME activities at RNAD Coulport.
ESM is responsible to SADC, as an appointed Explosives Safety Representative on behalf of NBC iaw Explosive Regulations, ensuring that RNAD Coulport/Faslane outputs and supporting activities are managed iaw Explosive Licence conditions. The post is responsible for the management of HMNB Clyde Explosives Safety Advisory Group, ensuring Explosive governance is applied to explosive activities conducted across HMNB Clyde (Coulport and Faslane).
Her Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB (Top Level Budget) and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.
RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.
The position is advertised at 37 Hours per week.
This post attracts the Recruitment Retention Allowance of up to £4000 per annum. This allowance is discretionary and is dependent on a candidate’s ability to successfully demonstrate and evidence their competence, qualifications, and experience to an independent panel of Subject Matter Experts.’
‘This post is on the MOD Civilian Nuclear Post Control List (PCL) and may attract the Nuclear Recruitment and Retention Allowance (RRA). This is a discretionary allowance. The post being listed on the PCL does not mean that the post holder will have an automatic entitlement to receive the RRA. The NSQEP RRA is not a contractual allowance and can be amended or withdrawn without notice in line with MOD Main and Submarine Delivery Agency policy.’

  • Manage explosive licence compliance across Clyde.
  • Act as Lead Regulatory interface with IE(Navy) and DOSR.
  • Manage explosive safety teams at both Faslane and Coulport.
  • Develop/deliver explosive safety justifications.
  • Support future operations projects across Clyde as the Explosive SME.
  • Support required Safety Committees across Clyde.

Desirable WOME competences are 2.3, 2.3A, 2.4, 2.5, 2.7, 2.8, 2.8A, 9.2, 9.3, 12.14, 13.9, 13.10, 13.16 and these can be viewed within the attached WOME Functional Skills Framework. The successful candidate will undertake relevant training to achieve these competences.
