JOB DESCRIPTION:

The Export Control Officer is responsible for ensuring UToledo’s compliance with export control laws and regulations. This position will manage a university-wide export control program, including policies and procedures, training, and monitoring. This position will serve as the primary point of contact for internal and external inquiries regarding export control matters and work collaboratively with various departments to mitigate export control risks, review export control terms in agreements, and promote a culture of compliance.

MINIMUM QUALIFICATIONS:

Education/Experience/Licensure:

  • Bachelor’s degree in a relevant field (e.g., international relations, business administration, law, engineering, science).
  • 3-5 years of experience in export control compliance, preferably within a university or research institution.
  • Thorough understanding of U.S. export control laws and regulations, including the Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), and the regulations administered by the Office of Foreign Assets Control (OFAC) and demonstrated ability to apply these laws and regulations.
  • Experience in classifying goods, software, and technology under the EAR and ITAR.
  • Experience in preparing and submitting export license applications and technical assistance agreements.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent communication, interpersonal, and presentation skills, with the ability to effectively interact with diverse stakeholders.
  • Ability to work independently and as part of a team.
  • Strong organizational skills and attention to detail.
  • Proficiency in using technology and software relevant to export control compliance.
  • U.S. Citizenship or Lawful Permanent Resident status, due federal regulatory restrictions on access to export-controlled information.

PREFERRED QUALIFICATIONS:

Advanced degree in a relevant field.

  • Professional certification in export compliance (e.g., Certified U.S. Export Compliance Officer - CUSECO).
  • Experience with restricted party screening software and databases.
  • Familiarity with university research environments and international collaborations.
  • Experience developing and delivering export control training programs.
