POSITION SUMMARY:

The Kansas State Board of Indigents’ Defense Services (BIDS) is accepting applications for the position of Facilities and Leasing Procurement Officer in the BIDS Administrative Office in Topeka, Kansas. The Facilities and Leasing Procurement Officer (FLPO) holds a position with intermediate latitude in executing work assignments. Instructions for the role will be provided both verbally and in writing, with specific directives. Oversight and guidance for this position will be provided by the General Counsel and Assistant Director of the Kansas State Board of Indigents’ Defense Services (SBIDS), who will communicate work assignments in both verbal and written formats.

EDUCATION

  • Minimum of a high school diploma or equivalent

MINIMUM QUALIFICATIONS

  • Three years of experience in procuring commodities and services.
  • Which includes preparing order specifications, estimates, bids, contracts and awarding contracts.
  • Education may be substituted for experience as determined by the agency

Responsibilities

JOB RESPONSIBILITIES MAY INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

The Facilities and Leasing Procurement Officer (FLPO) is responsible for overseeing and executing the procurement process for all facilities related services and leases for the Kansas State Board of Indigents’ Defense Services and coordinate and oversee office relocations and the establishment of new office locations as required including responsibility to transfer or establish utilities, internet, and physical property. This includes identifying organizational needs, optimizing space utilization and ensuring cost efficiency, while negotiating contracts and ensuring the timely delivery of services in accordance with budget constraints and State of Kansas policies and procedures.

It is expected that the duties of a Facilities and Leasing Procurement Officer will include the following (in addition to other tasks, as assigned):

  • Collaborate with Executive team to identify upcoming facility needs, such as office space, maintenance services, and lease renewals.
  • Coordinate and oversee office relocations and the establishment of new office locations as required including responsibility to transfer or establish utilities, internet, and physical property.
  • Negotiate, or renegotiate non-state owned facility leases in coordination with the Office of Facilities & Property Management at the Kansas Department of Administration.
  • Solicit and review bids, evaluate products and services, prepare contracts, and develop standard specifications for products and services.
  • Purchase the highest quality goods and/or services at the lowest possible price and in the correct amounts needed or prepares justification of awards at other than the lowest price.
  • Research, analyze, and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier’s reputation and history
  • Reject bids, cancel solicitation, or re-advertise when bids are unresponsive or unreasonable offers.
  • Administer contracts with suppliers and ensure compliance.
  • Manage leasing and janitorial contracts throughout their lifecycle, including tracking performance metrics, addressing vendor issues, and ensuring compliance with contract terms.
  • Engage in discussions with pertinent staff and vendors to address property upkeep, repairs, issues, and determine appropriate corrective actions.
  • Prepare requisitions and purchase orders.
  • Monitor and follow applicable policies, procedures, and regulations regarding leasing and procurement and update SBIDS administrative team members in a timely manner.
  • Prepare reports on leasing activity and identify efficiencies.
  • Consistently provide detailed reports to the General Counsel and Assistant Director of the Kansas State Board of Indigents’ Defense Services concerning purchases and anticipated expenses.
  • Maintain files of contacts, correspondence, signed contracts, pricing, proposals, and other relevant documents in accordance with applicable policies and procedures.
  • Serve as backup to agency Procurement Officer and maintain up-to-date knowledge of market conditions.
