The Role
Our Tier 1 Main Contracting Client has a new requirement for a seasoned Facilities and Estates (Operations) Manager to join their team in Dubai overseeing the company facilities and estate. Successful candidates will have a proven background as a facilities and estate manager working on major multi unit compounds or estates comprising of office space, stores, tenants and other various asset types, taking a leading role in the development and implementation of a robust operational and delivery programme to ensure maximum efficiency and ROI of company assets. This role is available for immediate joining and is an initial 3-6 Month Contract position employed as an outsource candidate through J10 Consulting. There is an option to transfer to staff after 6 months to suit all parties Key Responsibilities: The jobholder will provide leadership and strategic direction to the maintenance, accommodation, logistics and site teams in Dubai. The jobholder will also be responsible for the day-to-day management of the Dubai estate, including health and safety, risk management and the effective implementation & delivery of estate policies. The jobholder will also manage estates related contracts and be responsible for effective contract management and supplier relations. They will also support procurement for all estates, maintenance, furniture and facilities services and goods. Estate Management: Oversee day-to-day operational management of the company estate, ensuring effective maintenance and up-keep of the compound for offices, stores, residences and staff. Ensure consistent application and implementation of estate policies and procedures. Provide strategic leadership and project management across all estate-related initiatives, including refurbishments, new builds, and maintenance planning. Facilities Management Oversee day-to-day operations of multiple offices, stores and units across multiple locations. Conduct scheduled inspections to assess property conditions and identify maintenance needs. Supervise preventive and corrective maintenance programs for all asset types. Manage vendor contracts and ensure timely execution of facility services. Monitor performance of critical systems (HVAC, MEP, fire safety, elevators, etc.). Ensure compliance with UAE building codes, safety regulations, and environmental standards. Coordinate emergency response and resolution of urgent maintenance issues. Maintain detailed records of inspections, service reports, and maintenance logs. Collaborate with Management to resolve tenant facility-related concerns. Support budgeting, forecasting, and cost control for operational expenditures. Recommend upgrades and capital improvements to enhance asset value. Lead and train on-site maintenance teams and third-party contractors. Ensure readiness of properties for leasing, move-ins, and regulatory inspections. Drive energy-saving initiatives, renewable energy integration, and sustainable practices Provide quarterly reports on asset performance, compliance, sustainability, and tenant satisfaction to senior leadership. Procurement & Contract Management: Support procurement by contributing to specification of work, participating in technical evaluations, and managing contracts once in place. Monitor and manage supplier performance against all commercial contracts to ensure value for money and effective delivery. Accommodation: Oversee the delivery of all residential accommodation provisions, both on and off-site, ensuring compliance standards are met. Engage regularly with compound residents and stakeholders to ensure issues are resolved quickly and feedback is considered when making estates decisions. Transport & Logistics: Collaborate with the transport & logistics team and ensure implementation of transport policies. Budgetary Management: Maintain budgetary oversight of maintenance, accommodation, furniture, uniform and transport budgets. Directly manage and monitor spend forecasts, working closely with the finance team to ensure accurate reporting and profiling. Asset Management & Data Management: Own and maintain the maintenance register, inventory and asset registers, ensuring robust management of assets and inventory including proper disposal at end-of-life. Ensure accuracy and timeliness of estate data updates and reporting via company systems. Health & Safety: Lead on health and safety policy implementation, including training, risk management, risk assessments and maintenance provisions in line with guidance. Lead all fire safety provisions as the appointed fire safety manager. Maintain oversight of all health and safety compliance records, preventative maintenance plans, and schedule of works.
Requirements
Facilities & Estates Manager Experience: Background or relevant qualification in facilities management, estates management, engineering or related Experience of working in the UAE and/ or region in a similar capacity. Experience in Construction sites and/or logistics will be considered favourably Health and safety experience and/or qualification Experience of supplier management and/or contract management Excellent organisational and information management skills Experience managing a diverse team. Flexible, decisive, and resilient under pressure, with a proven track record of delivering results within tight deadlines. Excellent interpersonal and communication skills, with the ability to cultivate and maintain a range of contacts and respond to customers effectively. IT literate and well versed in the use of Microsoft Office applications, particularly MS Excel.
