Description

We are seeking a dedicated and experienced Facilities Manager to oversee the maintenance and operations of our facilities. The ideal candidate will possess strong leadership skills and a comprehensive understanding of facilities management, including HVAC systems, electrical systems, and industrial maintenance. This role requires a proactive approach to ensure all facilities are safe, efficient, and well-maintained.

GENERAL JOB DESCRIPTION

This position is responsible for supervision and maintenance of the physical properties for Catholic Charities facilities in Genesee and Shiawassee County. The incumbent is responsible for leading and directing all required maintenance, both interior and exterior, and for the proper leadership of employees, volunteers, security, and Community Service workers (assigned to facilities).

MINIMUM QUALIFICATIONS

  • Experience: Two to five years of similar or related experience.
  • Education: (1) A two-year college degree, or (2) completion of a specialized certification or licensing, or (3) completion of specialized training courses conducted by vendors, or (4) job-specific skills acquired through an apprenticeship program.

REQUIRED KNOWLEDGE, SKILLS, & ABILITIES

  • Knowledge and ability to read and write technical, business, and engineering specifications, reports, and instructions. Writing must be legible and clear to avoid errors.
  • Knowledge of computers, working with Microsoft Office, database entry systems, and e-mail using Outlook.
  • Ability to prepare and analyze reports, make presentations, and maintain records.
  • Ability to communicate effectively, both verbally, and in writing.
  • Ability to work independently and exercise good judgement.
  • Ability to relate to diverse populations and cultures while communicating with individuals and the public in a courteous and effective manner.
  • Emotional balance and calm demeanor during high stress situations involving emergencies or other work-related crisis situations.

PHYSICAL REQUIREMENTS

  • Must be able to talk and hear to effectively communicate with staff, management and clients in a timely and appropriate manner. Written and verbal communication skills sufficient to provide leadership to assigned staff, work closely with other Agency departments, and provide interface to outside contractors/vendors.
  • Must be able to lift/move up to 50 pounds with full range of motion.
  • Must be able to climb and position body on ladders and scaffolding, both interior and exterior, and/or must be capable of climbing on roofs and other surfaces up to 75 feet above ground level.
  • Must be able to stand for extended periods of time; walk low-moderate distances; sit for prolonged periods of time; use hands and fingers to handle, touch, and feel; reach with hands and arms; climb or balance; stoop or kneel; and/or crouch or crawl pending activity, event participation, and/or other work-related item within various environments and weather conditions.
  • Must be able to move and position body in all positions, including kneeling, crawling, bending, stretching. Full range of motion for hands, arms, legs and feet, and work comfortably with hands and arms fully extended, including above body and above shoulder height.
  • Vision requirements include the following:
  • Full range of color vision to discern wiring and other facilities diagrams and drawings as well as paint and color recognition, and
  • Depth perception is required for all visual inspections.
  • Eyesight must be correctable to 20/20 with safety glasses on.
  • Must be able to be flexible and work in various work environments including working both outdoors and indoors and some jobs may involve working in high heat and humidity as well as extreme cold. Other adverse conditions may include exposure to trash, raw sewage, and untreated water resulting from flooding or sewer system back-ups.
  • Must be willing to work on jobs that will expose individual to dust and fumes during repairs and renovations and must be capable of wearing a full face respiratory if necessary.
  • Must be able to drive low-moderate distances for building inspections, maintenance, meetings, and Agency events and activities.
  • Must be able to work in an environment that has a moderate noise level, and may experience low-moderate interruptions throughout the day while in the office, and moderate-high interruptions while in the classroom/community.
  • Must be able to tolerate changing weather conditions. Work Environment for this position may include being outside during the summer, where the individual will be exposed to various elements of heat, rain, wind, and potential unpredictable conditions and in the winter may have to deal with snow and ice-related conditions which require additional hours prior to normal business hours, so individual will have to be flexible enough to work with mother nature and adapt accordingly. Position will also require individual to be on his/her feet for a majority of the work day at times, seating and breaks are available; however, the individual must be able to be mobile and active.

EMPLOYMENT REQUIREMENTS

Staff must abide by all policies and procedures of Catholic Charities of Shiawassee and Genesee Counties, which includes the Agency’s stance on abortion, and the Agency’s Mission and Vision, and the Spiritual and Corporal Works of Mercy outlined by the Catholic Church and Code of Ethics.
Must pass all background and clearance checks including, but not limited to a criminal background check, DHHS Central Registry Clearance Check, and others as deemed applicable, and must have a valid driver’s license and carry auto insurance.
Individual must be able to plan, supervise, review, and evaluate the work of professional staff, have an overall general knowledge of computers and relevant software, and be willing to work irregular hours which includes evenings, holidays, and weekends, if needed.

Responsibilities
  • Lead, direct, and assist assigned personnel in their duties related to the following:
  • Janitorial services, including cleaning and daily chores to maintain facility sanitation standards.
  • Plumbing repair and problem correction.
  • HVAC systems maintenance, including inspections and permits necessary to continue safe operation.
  • Electrical, lighting, and other associated systems, including lights, fuses, wiring, outlets, lighting fixtures and other similar and associated systems.
  • Fire and other alarm systems, including fire extinguisher maintenance and inspections.
  • Painting, both interior and exterior surfaces.
  • Carpet and floor maintenance.
  • Exterior upkeep tasks, including roofs, gutters, downspouts, sidewalks, parking areas, ingress/egress areas, and groundskeeping (ie: mowing grass, trimming hedges, pulling weeds, shoveling walkways, etc.).
  • Emergency responses to facility-related problems.
  • Other similar and related areas as appropriate and as assigned.
  • Provide appropriate supervision to assigned personnel, including:
  • Recommendations and decisions regarding hiring, firing, performance evaluation, discipline, pay, problem resolution, employee scheduling, and other similar and related duties of supervision.
  • Daily task scheduling and project assignment with quality control oversight of work performed.
  • Development and maintenance of task log sheets for recurring activities.
  • Special project or emergency response assignment as situations arise and which need to be addressed in a timely and safe manner.
  • Instructions on safe operating procedures and compliance with applicable OSHA and MiOSHA safety regulations and standards.
  • Prepare lists of, and implement into ongoing work routines, recurring maintenance schedules, including such regular activities as:
  • Filter repairs and replacements for HVAC and water/plumbing.
  • Boiler, elevator, fire extinguishers, and other required inspections.
  • Screen and window cleaning.
  • Carpet cleaning.
  • Interior and exterior repainting.
  • Gutter and downspout cleaning and repair.
  • Parking and walkway striping and signage replacement.
  • Other similar and related recurring and preventative maintenance activities as approved by the CEO.
  • When directed, act as liaison between the CEO and outside contractors/vendors in matters relating to facilities projects. This includes:
  • Development of bidding specifications or contractor selection procedures consistent with sound financial management principles.
  • A list of “approved” contractors/vendors for specific work tasks which do not require project bidding (example: approved vendors for emergency plumbing, electrical, HVAC, and other similar services) AND a system to evaluate contractor/vendor performance and “refresh” the approved list every 3 years.
  • For contractor/vendor projects, provide project oversight and monitor contractor/vendor personnel while on premises.
  • Identify non-conforming contractor/vendor work and recommend corrective action(s) when appropriate.
  • Identify cost savings measures wherever possible in the use of outside contractors/vendors and perform cost trade-offs to determine if work can be performed in house at lower cost with same quality standards.
  • Donation pick up and coordination as needed.
  • Establish and maintain facilities work request log system. Ensure the following is in place and maintained:
  • A process to communicate to requesters regarding project schedule and status.
  • A system to prioritize work tasks in the order consistent with essential requirements and budget limitations of the Agency.
  • A process to identify requested tasks which are essential for Agency operations and those which are cosmetic or less urgent.
  • Proper cost accounting for projects so costs may be recovered from funding sources when possible.
  • Ensure safety of facilities from fire, flood, and other potential hazards.
  • Initiate actions as necessary to solve daily problems affecting Agency premises.
  • Establish and maintain accurate record keeping systems and maintenance logs regarding equipment condition for major components which require on-going service (ie: elevators, boilers, etc.).
  • Identify ways to minimize facilities costs through energy efficiency improvements.
  • Perform hands-on maintenance work as appropriate.
  • Provide emergency response to fire and security alarms when required (days, nights, weekends).
  • Provide budget, cost data, and financial information to assist in running the department and as required by senior management. Prepare accurate and timely operational reports as required.
