Responsibilities This Facility Engineering Manager position is located at Clay Kaserne in Wiesbaden, Germany and reports directly to the M.C. Dean Program Manager for FEO&M (Facilities Engineering, Operations & Maintenance) in Europe. The Facility Engineering Manager is responsible for the overall administration, organization, and implementation of a large, complex secure facilities maintenance and services contract focused on U.S. Army Garrison Wiesbaden and supporting secure facility sites throughout Europe. Manages a team of 25+ facilities engineering, operations, and maintenance staff based out of Clay Kaserne. The program includes conducting 30,000+ preventative and 600+ corrective maintenance activities annually for over 5,700+ critical assets and systems. Responsible for monitoring assets, systems, and building conditions to maintain critical infrastructure for 60+ ICD-705 secure facilities, data centers, and mission command centers. The Facility Engineering Manager is accountable for the Maintenance and Service of Critical Environment (CE) operations, safety, risk mitigation, maintenance, and improvements to the physical CE infrastructure, as well as scheduling and hiring personnel for the assigned critical facility, site, or campus. Responsibilities include managing financials for both scheduled Preventive Maintenance (PM) and unscheduled Corrective Maintenance (CM) budgets, and ensuring compliance with facility operating procedures, processes, work rules, national (U.S. and German), state, and local safety and operating codes, as well as regulatory requirements. Manages client and key stakeholder relationships and routinely coordinates with members of the U.S. Army Garrison Wiesbaden staff, tenant organization facility managers, special security officers, and site security managers. Assists tenants and real property owners with facility issues through notification, planning, and resolution of a wide array of concerns. Serves on-call 24x7x365 and ensures timely responses to all secure facility emergencies. Establishes performance benchmarks, conducts analysis, and prepares reports on all aspects of critical and secure facility operations. Key Responsibilities: Directly responsible for the overall safety, quality, and productivity of all PM and CM service order work Plans, organizes, and directs activities related to the maintenance of structures, facilities, and systems Supervises personnel, including Technical Leads and Technicians, and supports career progression Manages small- to medium-sized efforts (10–20 personnel plus subcontractors) Confers with senior management, customers, contractors, and technical professionals to resolve operational issues Develops work schedules and sequencing to meet deadlines and budget requirements Determines manpower requirements and dispatches personnel accordingly Interprets plans and contract terms for staff and clients Manages client relationships and supports contract modifications with stakeholders Monitors budgets to ensure positive cash flow and profitability Ensures compliance with building codes, safety standards, and regulations Interfaces with engineering teams to support design and installation efficiency Coordinates with field personnel and engineering teams to resolve installation challenges Reviews blueprints, schematics, and Statements of Work (SOW) Identifies process improvements and cost-saving opportunities Tracks work progress against schedule and budget Oversees accurate and organized project documentation (e.g., Daily Work Tickets) Communicates with customers regarding status updates and issue resolution Qualifications Education: BS in Facilities Management, Facilities Engineering, Construction Management, Building Automation Technology, Electrical Engineering, Mechanical Engineering, or a related degree, preferably from an ABET accredited program with 7+ years of experience or minimum 5+ years of experience with a Master’s degree in Engineering. High School Diploma with 13+ years of experience in facility management or related field, with a minimum of 10 years in a leadership role. Minimum 5+ years’ experience in the maintenance and service of secure facilities to include experience in the administration, scheduling and coordination of a work force for the maintenance and service of a project of similar complexity. Experience at OCONUS locations is preferred. Familiarity of maintaining and servicing systems to include Utility Monitoring and Control Systems (UMCS), Direct Digital Control (DDC) Systems, Heating, Ventilation and Air Conditioning (HVAC) Systems, Supervisory Control and Data Acquisition (SCADA) Systems, Fire and Life Safety systems, Mass Notification Systems (MNS), Lighting, Electrical Distribution Systems, Power Generation Systems, Communication Infrastructure, Vertical Transportation Systems, Electric Doors, Fire Doors, Automatic Gates, Domestic Water Systems, Wastewater Systems, Closed Circuit Television (CCTV), and Security Locks. Note: Construction of such systems shall not be considered as familiarity of maintaining and servicing such systems. Experience working with management systems such as scheduling, job cost reports, estimating, safety, documentation requirements, and quality control. Experience overseeing and approving monthly job cost updates, productivity reports, and quarterly cash flow projections. Provide bi-weekly and monthly customer reporting as specified Proficiency in the Critical Path Method (CPM) scheduling method and General Contractor Schedules Must have a history of successfully completing projects on time and under budget. Requires reliable attendance at customer site for regular meetings required by customer Requires the ability to work a flexible schedule that includes occasional nights and weekends Accubid Estimating (or equivalent) directly related to Mechanical and Electrical Installations is preferred. Primavera P6 CPM Scheduling Experience and proficiency (or equivalent) is preferred. Ability and Willingness to Travel to individual PM and CM Service Order locations as needed.
