About the job: Based in Oeiras, you will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour. You will join The Facility Management and Planning branch of Chief Information Office, responsible for the management and maintenance of the facilities in the Agency’s major locations in Brussels, The Hague, Mons, Oeiras and Braine-l’Alleud. We are looking for a driven and enthusiastic Facility Management and Planning Site Manager who will take on the following roles and responsibilities: Provide direction and guidance in sourcing and overseeing service contracts and providers (vendor management), for hard and soft services; Ensuring efficient and cost effective operations of the facilities and assets; Planning and execution of preventive and corrective maintenance; Leading teams; Corporate planning and managing budgets; Compliance standards and government regulations; Plan, accommodate and project manage business change requirements: renovations, refurbishments and building projects. About you: The valuable knowledge and experience that you bring to this role are: A Bachelor’s/Master’s degree at a nationally recognised/certified University in a related discipline - Mechanical or Electrical Engineering (HVAC, power grids, and plumbing) and 3 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCIA, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post; Extensive Technical Expertise (Advanced Building Systems Knowledge); Leadership and Team Management (team supervision and management); Preventative Maintenance and System Optimization (Strategic Maintenance Planning, Condition Monitoring and Diagnostics, Sustainability Practices); Compliance and Regulatory Knowledge; Health, Safety, and Environmental Management; Technology and Software Proficiency; Financial experience managing budgets (OPEX/CAPEX); Experience with the use of CMMS (Computerised Maintenance Management Software); Hard Services Oversight: 8–10 years in Technical Operations or Maintenance Management will be an advantage; Soft Services & Vendor Management: Experience in Contract Administration or Hospitality Management; Basic Knowledge of regulations for building construction in Portugal; Fluency in English, both written and spoken; Knowledge of Portuguese will be a significant advantage. Responsibilities
The Site Manager will provide direction for sourcing and overseeing service contracts for hard and soft services, ensuring efficient facility operations through planning and execution of maintenance activities. This role also involves leading teams, managing corporate budgets, ensuring compliance, and projecting/managing business change requirements like renovations and refurbishments.
