OVERVIEW

The Facility Security Officer (FSO) serves as a key personnel responsible to serve as point of contact for the National Capital Region (NCR), Human Capital Directorate. The successful candidate is responsible for implementing and managing the security program for a federal secured facility in accordance with the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), and other applicable federal regulations. The FSO ensures the protection of classified information, personnel, and physical assets while maintaining compliance with agency-specific security protocols.

SKILLS

  • U.S. Citizenship and an active TS/SCI security clearance required.
  • Bachelor’s degree in business or related field highly desired or equivalent combination of education and experience.
  • Federal FSO experience and minimum 5 years of experience in federal security administration and completion of FSO certification training essential (e.g., CDSE FSO Program Management).
  • Familiarity with DISS, NISS, e-QIP, and other federal security systems a must and strong understanding of NISPOM, ICDs, and federal security regulations.
  • High level of discretion and trustworthiness and skilled to handle security incidents and emergency response.
  • Precision in managing classified materials and personnel records and ability to brief senior leadership and interface with government officials.
  • Deep understanding of federal security standards and compliance frameworks and strong leadership, negotiation, and interpersonal skills across diverse teams and clients.
  • Experience with office automation software, including Microsoft Office products Excel, PowerPoint, Word, Publisher, and Outlook; and Adobe Acrobat. Must be able to operate a PC in an office environment, in a primarily sedentary position.
  • May be required to perform some bending, light lifting and using a computer monitor for extended periods of time. Willingness to work on-site between the core hours of operations.

    Pay: $23.76 - $28.61 per hour

Responsibilities
  • Manage clearance processing, reinvestigations, and access authorizations.
  • Conduct security briefings, debriefings, and training for cleared personnel and maintain accurate records in systems such as DISS, NISS, and e-QIP.
  • Ensure compliance with NISPOM, ICDs, DoD Manuals, and NCR agency-specific directives.
  • Serve as the primary liaison with the Defense Counterintelligence and Security Agency (DCSA) and other government security representatives.
  • Administer access control systems, surveillance, and intrusion detection and conduct risk assessments and coordinate security upgrades.
  • Develop, implement, and maintain NCR’s security policies and procedures and ensure secure storage and handling of classified materials.
  • Investigate and report security violations, incidents, and suspicious activities and coordinate with federal authorities on counterintelligence and insider threat matters.
  • Maintain incident logs and prepare reports for NCR review and prepare for and support DCSA inspections and agency audits.
  • Conduct self-inspections and corrective action plans and maintain compliance documentation and records.
  • Other duties as assigned.
