JOB DESCRIPTION:

Financial Crime Risk Management Testing team (FCRM) is responsible for maintaining a dynamic, risk-based, independent testing process to periodically review the design and operating effectiveness of key business and function processes and controls to identify potential risks, assess weaknesses and gaps with TD’s policies, procedures, and expectations or non-compliance with key laws and regulatory requirements. Testing teams implement consistent and standardized testing methodology to evaluate the effectiveness of processes and controls in place and identify issues of varying severity levels. The Testing Team staff are objective and independent of FCRM Program execution activities and are responsible for developing and executing an Annual Test Plan that is comprised of mandatory and risk-based testing of financial crime risks owned by the first and second lines of defense. The Financial Crime Risk Management Testing team is responsible for testing all Bank programs that aim to facilitate compliance with anti-money laundering, anti-terrorist financing, Anti-Bribery and corruption, and sanctions laws and regulations. Key areas of coverage within these programs include, but are not limited to the following activities and controls: - Policy & Governance / Training - Risk Assessment Framework - Know Your Customer (KYC) / Customer Identification Program (CIP) - Screening (e.g., Sanctions, PEP, CRB, etc.) - Transaction Monitoring - Alert Review & Investigations - Reporting - Data & Technology - Program Management. Testing team is responsible for the identification of issues and the risk owner is responsible for the remediation of issues identified in-line with Bank standards. The Testing team advises on the appropriateness of remedial actions taken and reviews for appropriate closure of the issue after remediation and validation activities. The business or function is also responsible for managing their risks and actions in the system and tracking the closure of the remedial actions in collaboration with FCRM
The FCRM Testing Analyst II assists in the independent testing of FCRM controls / systems for assigned businesses and operations units across the Bank which address AML/ATF, Sanctions, and ABAC risks. This role follows guidance to complete tasks throughout the testing lifecycle.

EDUCATION & EXPERIENCE:

  • Undergraduate degree or equivalent work experience
  • 3+ years experience

PREFERRED SKILLS:

  • Good communication and written skills
  • Knowledge of Anti-Money Laundering (AML) and related regulations
  • Understanding of testing methodology
  • Knowledge of controls, how they work and how they mitigate risk

CUSTOMER ACCOUNTABILITIES:

  • Supports execution of testing engagement work in accordance with established standards to achieve completion within targeted timelines
  • Conducts skilled analytical research and analysis as part of the testing review
  • Works collaboratively with FCRM Testing team throughout the testing review
  • Supports follow-up of findings raised from testing reviews in accordance with established standards
  • Through the execution of testing responsibilities, proactively identifies matters which require additional attention, further escalation, or review

  • Contributes to the analysis, due diligence, and implementation of initiatives within defined assignments

  • Understands the operations of the business unit/area being tested and to identify potential FCRM risks through testing activities
  • Clearly and concisely documents research as required to understand requirements specific to a review
  • Knowledge of current and emerging trends, risk and typologies of money laundering, terrorist financing and sanctions
  • Maintains a culture of risk management and control supported through FCRM testing
