JOB SUMMARY

  • This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.
    The Background Studies Division (BGS) in the Office of Inspector General is seeking a Federal Compliance Analyst to join our Compliance Management Office. As Federal Compliance Analyst, you will lead research, analysis, planning and implementation of regulatory changes, legislative initiatives, and new policy provisions that impact state and federal laws related to DHS’ statewide background study systems and the partners BGS serves.
    As a principal staff person within the BGS Compliance Management Office, the Federal Compliance Analyst is responsible for delivering highly technical analysis and compliance expertise related to over 60+ background study service types, inclusive of licensed and non-licensed providers, that traverse publicly funded healthcare and human services programs.

Responsibilities include:

  • Collaborate with BGS business areas and other division and agency partners to strengthen knowledge of background studies regulatory requirements.
  • Serve as a compliance liaison within and for the BGS Division with other MN DHS administrations, the MN Department of Children, Youth, and Families, and other key state agency partners.
  • Serve as a technical expert for BGS Division’s participation in State of Minnesota partner agency federally required state plans and waiver plans, and federal audits, site visits, and monitoring activities.
  • Engage in research of state and federal background check laws and regulations; and remain apprised of changes and updates.
  • Respond to internal regulatory and compliance inquiries and resolve issues on federal compliance topics.
  • Contribute to the development and review of legislative policy and budget proposals.
  • Collaborate with the BGS quality management staff on internal audit reviews and data analysis, providing expertise on the division’s policies and procures related to federal compliance.

Three (3) years of compliance or policy development experience in a regulatory program or similar field.

Experience must demonstrate the following:

  • Ability to read, analyze, and interpret state and federal health and human services statutes, regulatory guidelines, reports, and legal documents to develop policy and program recommendations.
  • Knowledge of legislation, rulemaking, and policy and procedure implementation processes governing health and human services programs.
  • Ability to identify and evaluate information or data and develop policy or program recommendations.
  • Proficiency and experience in using computers/technology including, collaborative platforms such as SharePoint, WebEx; and Microsoft applications: Word, Excel, Outlook, PowerPoint, and Teams.

PREFERRED QUALIFICATIONS

  • A bachelor’s degree or higher in public policy,public administration, law, orhealth policy relatedfield.
  • Knowledge of:
  • Certification in Criminal Justice Information System (CJIS) Security Awareness.
  • Experience with federal or state compliance monitoring and ability to propose or design compliance solutions.
  • Ability to quicklylearn and apply complex information.
  • Ability to organize/prioritize workload independently and meet critical deadlines.
  • Experience partnering across business areas and working in a collaborative environment.
  • Highly skilled in communicating both orally and in writing to a variety of audiences.
  • Variety of experiences working effectively with others from different backgrounds and cultures.

This position requires successful completion of the following:

It is the policy of the Department of Human Services that the individual selected for this position successfully complete a background investigation prior to employment, including the following components:

  • Criminal background check
  • Reference check
  • Fingerprinting check (MNJIS/CJIS)

Complete the Criminal Justice Information System (CJIS) Security Awareness training within 3-business days from the start of employment; and successfully obtain/retain CJIS certification annually.
