JOB DESCRIPTION:

Changeis is growing and looking for an experienced Senior Contracts Manager with a minimum of ten years of experience effectively managing diverse contract-related requirements for both Federal and commercial clients. The ideal candidate should demonstrate comprehensive skills throughout the entire contract life cycle, showcasing proficiency in risk analysis, proposal preparation, contract analysis, and the efficient management and tracking of contracts, task orders, and change orders.

QUALIFICATIONS:

  • Bachelor’s degree from an accredited college or university.
  • Possess a minimum of a decade’s ongoing experience in federal contracts.
  • Demonstrate proven proficiency in overseeing portfolios of contracts with active contract/subcontracts revenue.
  • Exhibit adept negotiation skills, with a successful history of negotiating terms and conditions with government and industry clients.
  • Showcase proficiency in both verbal and written communication, effectively addressing executive management and staff on intricate contract and subcontract matters.
  • Accumulate at least ten years of hands-on experience in actively managing federal contracts.
  • Hold a minimum of five years of experience in GSA Schedules, IT 70, Schedule 84, with a focus on project management, program, and regulatory compliance.
  • Prefer proficiency in Microsoft Office software and Deltek CostPoint.
  • Demonstrate the ability to skillfully resolve intricate contractual matters, conduct thorough business risk assessments, and work independently or collaboratively in a fast-paced environment.
  • Exhibit outstanding analytical, organizational, and communication skills, fostering positive customer relationships, and delivering presentations on contractual updates and regulatory changes.
  • Possess a robust working knowledge of FAR/DFARS regulations.
  • U.S. Citizenship is mandatory.

Responsibilities
  • Lead the oversight and administration of a diverse portfolio of contracts, adeptly addressing and resolving issues for both Federal and commercial clients.
  • Play a crucial role in the continuous update and maintenance of GSA Schedules/contract compliance process documentation, overseeing the annual GSA IFF audit.
  • Ensure meticulous contract compliance, strictly adhering to the Federal Acquisition Regulation (FAR) and implement thorough reporting through policy evaluation.
  • Actively participate in pre-award and post-award contract administration, placing a special emphasis on managing GSA schedules contract compliance.
  • Assume responsibility for drafting and negotiating various agreements, including Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and contracts.
  • Manage updates for GSA SAM registration and eBuy with GSA Schedule requirements, ensuring the accurate and timely maintenance of contract-related documents to meet customer specifications.
  • Cultivate and nurture robust relationships with ownership, leadership, clients, and team members to mitigate risks and meet business requirements.
  • Provide oversight for the maintenance of internal and external contract information systems, aligning with established requirements and procedures.
  • Act as a liaison to resolve issues related to intermittent staffing resources and address contract/compliance matters.
  • Contribute expertise to the creation of cost/price proposal submittals in response to Federal Solicitations, Request for Proposals/Quotes (RFPs/RFQ’s), leveraging extensive experience in indirect costs/burdened rate calculations, and meticulously reviewing and submitting all Federal and commercial proposals.
