JOB SUMMARY

The Department of Corrections is seeking a Federal Grants Coordinator for its Grants and Contract Unit. This position will require a detail-oriented and strategic candidate to oversee grants accounting, grants administration, compliance, and performance of federally funded programs. This role is critical to ensuring that the Department of Corrections maximizes its federal funding opportunities while maintaining transparency, accountability, and alignment with state priorities.
You’ll serve as the primary liaison between funding source (e.g., federal agencies, other state agencies awarding subgrants) and internal program areas managing the full lifecycle of grant awards—from application and negotiation to reporting and closeout.

MINIMUM QUALIFICATIONS

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

  • Three (3) years of experience in federal grants, including grants accounting and grants management.NOTE: An Associates degree in Accounting, Business Administration, public policy, Finance, or related field may substitute for six (6) months of experience, a Bachelors degree in one of the above may substitute for one (1) year of experience, and a Master’s degree in one of the above may substitute for 18 months of experience.
  • Knowledge of federal grant regulations and compliance requirements.
  • Experience with project management, including leading processes with tight timelines, adjusting to changing priorities, strong organizational skills and attention to detail.
  • Interpersonal and human relations skills sufficient to establish effective working relationships with co-workers, management, staff at other state, federal, and county agencies, vendors, stakeholders, and customers.

PREFERRED QUALIFICATIONS

The following qualifications are strongly desired of applicants seeking consideration for this position:

  • Experience with the State of Minnesota’s SWIFT (State-Wide Integrated Financial Tools) system including familiarity with reports
  • Experience in finance, accounting, or related field
  • Completion of Minnesota Department of Administration’s Office of Grants Management trainings
  • Extensive experience writing and soliciting federal grants (i.e. at least 10 or more grants).
  • Experience with criminal justice programs and grants.
  • Experience completing the Financial Status Report (FSR) as required for all federal grants.

PHYSICAL REQUIREMENTS

ADDITIONAL REQUIREMENTS

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
New employees will be fingerprinted within the first 30 days of employment.

KEY RESPONSIBILITIES

  • Developing federal grants budgets and budget narratives.
  • On an ongoing basis, grants accounting including managing spending against federal grants and match requirements.
  • Supporting DOC business areas in developing and submitting federal grants.
  • Monitoring grant performance and ensuring compliance with federal and state regulations (e.g., 2 CFR Part 200.)
  • Ensuring any required grant reports are submitted in a timely manner.
  • Ongoing coordination with program areas, finance teams and legal counsel to ensure proper use of funds.
  • Provide training and guidance to internal teams on federal grant management best practices.
  • Identify and sharing opportunities with DOC business areas for new federal funding.
