FHWA Program Manager The Utah Department of Transportation (UDOT) is seeking a highly motivated and professional Federal Highway Administration (FHWA) Program Manager to manage the Civil Rights programs and ensure alignment with U.S. Department of Transportation (USDOT) regulations. About the Role You will serve as a primary lead for Civil Rights program compliance, requiring independent judgment, expert technical knowledge, and professionalism. The position requires an in-depth understanding of federal regulations, monitoring processes, and reporting procedures to effectively support UDOT’s mission. Duties include overseeing a diverse staff of professionals, managing Disadvantaged Business Enterprise (DBE) and Title VI programs, and facilitating seamless communication among UDOT project offices, contractors, and the FHWA. You will determine the most effective ways to increase awareness and compliance of federal requirements through expert training and proactive auditing. Key Responsibilities Include: Programmatic Leadership: Manage and oversee the Title VI and DBE programs to ensure 100% alignment with USDOT regulations. Compliance Liaison: Act as the primary point of contact between contractors, UDOT project offices, and the FHWA to ensure monitoring and reporting standards are met. Audit & Monitoring: Lead the monitoring, reviewing, and auditing of contractor activities on federal highway construction projects to ensure strict compliance. Information & Training: Provide expert training and technical assistance to procuring divisions, employees, and sub-recipients to increase awareness of federal program areas. Certification Oversight: Assist with DBE certifications and conduct necessary onsite reviews to verify program eligibility. Team Management: Provide direction and oversight to a staff of diverse professionals with expertise in federal funding requirements. Communication & Reporting: Interpret complex federal laws and communicate requirements effectively to diverse professional groups and stakeholders. Minimum Qualifications In order to qualify, candidates must demonstrate: Professional Expertise: Proven experience in managing federal aid programs, civil rights compliance, or contract administration. Technical Proficiency: A deep understanding of Title VI of the Civil Rights Act of 1964 and 49 CFR Part 26 (DBE regulations). Core Competencies: Strong ability to interpret complex federal laws, conduct audits or investigations, and lead a team of specialists. Communication: Exceptional interpersonal skills with the ability to explain complex federal requirements to contractors and subrecipients in a way that is easy to understand. Preferred Qualifications Recognized technical expert in federal regulations and the DBE/Title VI programs. Advanced skills in monitoring, reviewing, and auditing contractors.
