Description As the Field Engineer (FE) at Ares, you will provide construction management support services at Naval Base Kitsap, independently assisting the leadership to meet operational objectives. The FE will manage construction contract provisions, including schedules, quality, and scope, and will represent the interests of NAVFAC NW in dealings with construction professionals and public entities. This role has the authority to halt any construction work that poses an imminent danger to personnel, equipment, or property. Key Responsibilities: Provide documentation to designated Government representatives regarding construction conformity to contract requirements Coordinate requests from the construction contractor and client. Review Requests for Information (RFIs) and submittals, providing analysis, comments, and recommendations to the Government Representative. Ensure quality assurance of the construction contractor’s quality control program. Participate in preconstruction and post-award kickoff meetings, and monitor three-phase control checklists for accuracy. Conduct site visits to assess facility conditions and develop project recommendations. Monitor compliance with environmental protection requirements and document findings. Follow NAVFAC Business Management System (BMS) and related operational procedures. Analyze construction schedules, safety plans, and activity hazard analyses, providing recommendations as needed. Maintain working files of reports, correspondence, and project documentation. Document construction activities through a photo log and report non-compliance with quality control and safety requirements. Support the construction manager and engineering technician in various duties as needed. Review contractor requests for payment and conduct inspections of stored materials. Participate in the final acceptance and testing of major building systems and ensure contractor compliance with specifications. Review construction plans and specifications for constructability and compliance with codes and standards. Administer technical aspects of construction contract modifications and assist in negotiations. Ensure the contractor provides complete Operation and Maintenance Support Information (OMSI) Manuals and conducts user training as required. Coordinate the construction closeout process, including punch list preparation and final acceptance. Requirements Minimum of five (5) years of experience as a Field Engineer, Construction Manager, Project Manager, or similar role on Department of Navy or Department of Defense construction projects. Bachelor’s degree in Architectural, Construction Management, Engineering, or related field; candidates may substitute the degree with an additional five (5) years of relevant experience. Licensed/Certified Engineers in Training (EIT) or registered architects are exempt from education requirements. Current certification in USACE Construction Quality Management for Contractors or ability to obtain within 60 days of assignment. Familiarity with the three-phases of control and Construction Quality Management processes is required. Strong understanding of construction principles and practices applicable to multi-disciplined engineering projects. Excellent communication skills in English (verbal and written) for reporting and presenting recommendations. Valid driver’s license issued by a US state or territory. Proof of U.S. citizenship (U.S. or naturalized). Preferred Qualifications: Registration or Certification as a Professional Engineer (PE), Registered Architect (RA), Certified Construction Manager (CCM), Project Management Professional (PMP), or Certified Facility Manager (CFM) is desirable but not required. Knowledge of Primavera scheduling software and construction scheduling concepts is desirable.
