Organizational Setting and Reporting Relationship The position of Finance and Administration Officer is assigned to ADB's Papua New Guinea Resident Mission (PNRM) within the Pacific Department (PARD). You will be based at our resident mission office in Port Moresby. You will report to the Country Director, PNRM, and will oversee junior team members. Your Role As a Finance and Administration Officer, you will manage PNRM's finance, administration, budget monitoring, human resources, institutional procurement, and security functions. You will provide leadership in the general administrative support in facilities and fixed asset management, logistics coordination, personnel management, and liaison functions related to administrative and security matters. You will: Lead financial operations and budget management, including payments, cash administration, expense monitoring, forecasting, and reporting to ensure efficient resource use. Ensure accurate transactions and compliance with ADB policies and controls, resolve audit issues, and guide junior staff to maintain high-quality financial practices. Oversee office facilities, assets, vehicles, and systems, ensuring safety, functionality, lifecycle management, and coordination of relocations. Manage procurement and contracts, maintain records and inventories, improve processes, monitor vendors, and coordinate IT support for efficient operations. Provide HR administrative support, including personnel records management, recruitment/onboarding coordination, and relocation/settlement processes. Administer payroll and benefits, advise staff on HR policies, and coordinate training programs and budget management. Coordinate with government and external partners on administrative matters within established guidelines and maintain a database of service providers. Perform other duties that may be assigned and reflected in your workplan. You will need: Bachelor's degree in business administration, commerce, accounting or equivalent; preferably with advanced training. Professional certification (e.g., Chartered Accountant) is desirable. At least 8 years relevant experience in general office administration, financial accounting and management. Established experience in administrative, financial, and operational processes; deliver outputs using digital tools. Demonstrated experience building collaborative relationships in multicultural settings; produce clear outputs and coordinates with partners. This opening is a local staff position. It is open only to nationals and permanent residents of Papua New Guinea. This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
