Why does the job exist?
The ISD Budget Bureau provides Program, Resource, Administration, and Financial Support to all Income Support Division (ISD) programs. The Financial Analysis Specialist is responsible for proposing and implementing fiscal processes to accomplish the mission and goals of the Health Care Authority’s (HCA) Income Support Division (ISD).

Responsibilities

Assisting with developing and monitoring ISD program grant budgets;
Monitoring and auditing contract invoicing, accounting, and agency accruals;
Completing financial audits for ISD Program Management Evaluations;
Anticipating and identifying budget shortfalls and proposes solutions;
Overseeing developments of contracts and Purchase Orders, ensuring support of the mission of HCA, and compliance with federal and state regulations and;
Maintaining current knowledge of federal and state rules, regulations, and statutes for fiscally managing programs with multiple funding sources.

Minimum Qualification
Bachelor’s degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
Employment Requirements
Must possess and maintain a valid Driver’s License.
Must obtain a Defensive Driving Certificate.
Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VTD) and extensive personal computer with extended periods of sitting, moderate to high volume workload and stressful situations due to deadlines and multiple demands.
