About the Papua New Guinea Programs Abt in PNG supports six Australia Government-funded Programs: Australia PNG Economic Partnership (APEP) Australia PNG Subnational Program (APSP) PNG-Australia Transition to Health (PATH) PNG Partnerships for Improving Education (PIE) PNG Women’s Lead (PNGWL) PNG Australia Institutional Partnerships Program (PIPP) About the Finance Team The Finance team forms part of the Abt PNG Shared Services Unit and provides financial management and support across all Abt programs in PNG. The team is responsible for ensuring financial accuracy, compliance, and value for money in line with the Finance & Operations Manual, donor requirements, and relevant legislation. Core Responsibilities All Roles Ensure all financial activities are carried out in line with the Finance & Operations Manual and with relevant legislation, standards, policies, and procedures. Ensure efficient, accurate, and timely processing of financial transactions in collaboration with other teams within the Shared Services Unit Ensure reporting of all risk and any suspected fraud. Maintain and update electronic filing systems in SharePoint and NetSuite daily, ensuring all required supporting documents are properly filed. Demonstrated commitment to equity, inclusion, safeguarding, and ethical practice. Finance Officer Timely and accurate processing of supplier payments. Managing an allocated portfolio of suppliers, ensuring timely and accurate processing of payments Perform regular supplier reconciliations to ensure invoices aligns with purchase orders and contracts, minimising discrepancies. Resolve invoice discrepancies in consultation with shared service teams and programs. Senior Finance Officer Ensure invoices align with Purchase Agreements, including accurate billing and supporting documentation. Reconcile creditor accounts and ensure timely payments. Analyse accounts payable ageing reports and prioritize critical invoices. Ensure urgent payments, including Per Diems, are paid timely Support Accountants with monitoring of expenditures against forecast and budget estimates. Accountant Prepare and review financial reports including budgets, forecasts, cash flow reports, and other financial analyses as required to support program planning and decision-making. Perform and review general ledger reconciliations, including project advance, suspense and bank reconciliations. Investigate and resolve variances to ensure accuracy and integrity of financial records. Ensure all project acquittals and financial reports are completed in a timely manner and in compliance with Abt policies, program requirements, and donor obligations. Support pety cash management and internal financial controls. Work closely with program staff, partners, and service providers to ensure activities are implemented in a cost-effective manner and aligned with approved budgets. What We Value Finance Officer & Senior Finance Officer Diploma and/or Bachelor’s degree in Accounting, Finance or a related field Minimum three (3) years’ relevant experience in finance, accounting or program support roles. Demonstrated understanding of financial management procedures, procurement, and accounting systems and software. Experience processing payments, performing reconciliation and support compliance requirements. Strong attention to detail and ability to manage competing priorities. Proficiency in Microsoft Excel and experience using financial systems (e.g. Netsuite or similar) High level of integrity and commitment to compliance and ethical practice. Accountant Bachelor's degree in Accounting, Finance or a related discipline Minimum five (5) years of relevant experience in financial management or accounting preferably in program or development environment. Sound understanding of financial management, procurement, grants/contracts, and compliance requirements. Experience preparing financial reports, budgets, forecasts, and performing general ledger reconciliations. Strong analytical and problem-solving skills with the ability to manage financial risk. Advanced Microsoft Excel skills and experience using accounting systems.
