About Land Registry Services (LRS)

NSW LRS has played a foundational role in the lives of people across New South Wales for over 160 years, quietly ensuring the security, integrity and accessibility of land and property ownership. From the first handwritten titles to today’s digital platforms, our evolution has always been guided by one purpose: to create confidence beyond boundaries.

In recent years, we’ve modernised systems, expanded our digital services, and strengthened how we serve our customers and partners. Our new brand reflects this evolution. It’s a symbol of where we’ve come from and where we’re heading. At the heart of it all is our promise: Powering land certainty for NSW, so people, businesses and communities can move forward with confidence.

Job Description

Your Opportunity

The Finance Operations Manager leads the effective delivery of finance operations across NSW LRS, including payroll, accounts payable and receivable, financial processing and procurement coordination, ensuring accurate, timely and customer-focused services supported by effective financial controls, governance and compliance. The role drives continuous improvement across finance operations through clear processes and documentation and optimisation of the SAP platform to improve functionality, automation and service delivery. It works closely with stakeholders across NSW LRS to coordinate procurement activities, support efficient purchasing processes and promote sound procurement practices and effective financial management of payroll and accounts receivable operations.

Your Responsibilities

  • Lead and manage the Finance Operations team, providing clear direction, coaching and professional development and establishing effective guidelines, procedures and documentation to build capability, accountability and a strong customer service mindset across the team.
  • Manage the effective delivery of day-to-day finance operations, including payroll, accounts payable and accounts receivable, ensuring transactions and employee and stakeholder enquiries are managed accurately, efficiently and within required timeframes.
  • Manage payroll operations and controls, including end-to-end payroll processing, interpretation and application of enterprise agreements and modern awards, taxation, superannuation and salary sacrifice requirements and resolution of complex payroll matters to ensure accurate and compliant payroll services.
  • Manage accounts payable, accounts receivable and general finance operations, including purchasing cards, banking administration, vendor and customer data, balance sheet reconciliations, journals, prepayments, accruals, credit notes and payment matters to maintain accurate financial records, controls and reporting.
  • Coordinate procurement activities and purchasing processes, including purchase orders, scopes of work and variations, supplier and expenditure information, contract renewals and maturity terms, and procurement assurance to support compliant, timely and effective procurement of goods and services across NSW LRS.
  • Maintain effective finance operations governance, risk management and internal controls, monitoring compliance with relevant legislation, taxation requirements, accounting standards, policies and procedures and proactively identifying and addressing emerging operational and compliance issues.
  • Drive the ongoing improvement and optimisation of finance processes and the SAP platform, developing and maintaining process documentation and identifying opportunities to improve system functionality, automate activities, strengthen controls and deliver more efficient and customer-focused services.
  • Partner with stakeholders across NSW LRS, including Finance, People & Culture, Operations and IT, to resolve operational matters, maintain data integrity, support financial reporting, budgeting and reforecasting activities and ensure finance services continue to meet business needs.
