The Ministry of SaskBuilds and Procurement provides central coordination and delivery of property management, information technology, procurement, project management, transportation and other support services to government ministries and agencies.
This opportunity is a full-time permanent position with the Financial Planning and Reporting Unit. You will be reporting to the Senior Financial Consultant, and as a member of a service-oriented team, you will be responsible for working with various program areas with respect to financial management and reporting, contract management, as well as reviewing program processes and procedures to ensure adequate financial controls. You will assess and provide recommendations of internal controls, design and conduct system tests/procedures to evaluate program operations and assess management/administrative processes in an effort to maintain or improve the efficiency and effectiveness of the programs.
As the successful candidate, you will be experienced in applying and demonstrating knowledge within a net budgeting/forecasting and cost recovery model. You will be able to identify and assess risks for all processes related to treasury, finance and accounting operations, legislative compliance frameworks and business continuity.
You will have knowledge of applicable auditing and/or accounting practices, standards and procedures; and Microsoft Office including Excel, Word, and Outlook, Oracle Financials and Hyperion Modules.

  • Verbally and/or in writing explain financial, statistical, administration matters, policies, procedures, regulatory matters, audit results at a level appropriate to the audience; Instruct, guide, coach and encourage others to enhance their job performance and further develop their skills;

  • Review, interpret and evaluate financial data and systems, operational data and controls in order to form conclusions and/or make recommendations within established policies, procedures, guidelines, agreements and/or legislation;
  • Examine, understand and appropriately apply complex and sometimes conflicting policies, agreements, contracts, acts and regulations to difficult situations and daily operations;
  • Work independently and work cooperatively with others in a team environment to establish, build and maintain positive working relationships and ensure deadlines, goals and objectives are met;
  • Understand, and apply, net budgeting and cost recovery policies and procedures;
  • Plan, prioritize and organize a large volume of tasks and projects for self and/or others taking into consideration frequent interruptions and conflicting and changing priorities to meet strict deadlines;
  • Accurately compile, compare, calculate, identify and summarize data to complete such tasks as adjusting entries, preparing financial statements, statistical reports, supporting documents, year end schedules, forecasts, budgets, project evaluations, trend analysis;
  • Input, edit, update, retrieve, maintain, format and transmit data, create and generate queries, reports and documents utilizing word processing, databases, spreadsheets, and other software packages with speed and accuracy; and
  • Contract administration and management. (Knowledge of Contract Admin/Management).

Typically, the knowledge required for this position would be gained through a degree in commerce or business administration or working towards an accounting designation.
