MINIMUM QUALIFICATIONS:

• Bachelor’s degree (desired but not required).
• Active Secret security clearance.
• At least 5 years of recent Navy shipboard financial management experience.
• Hands-on experience with GCPC regulations, RSUPPLY, OTS, and associated systems.
• Familiarity with SFOEDL-related reconciliations and Navy-specific financial reporting tools.

• Maintain OPTAR financial records and generate reports including Budget OPTAR Reports (BOR) and Financial Transmittal Reports (TL).
• Perform monthly obligation validation and reconciliation, including OVR and DL listings.
• Assist with compliance and documentation for GCPC as both Cardholders and AOs.
• Use Navy logistics systems such as RSUPPLY, OTS, and others to track requisitions and expenditures.
• Research, document, and validate transactions using MILSTRIP and MILSTRAP processes.
• Follow CNSP guidance to ensure accurate, timely, and audit-ready reporting.
