Support to a DoD Client at Fort Belvoir. Must be located with the Fort Belvoir commuting area. Position is currently remote, with occasional onsite requirements as contractual requirements can change.
Provide project management and financial expertise to government customers in support of a Joint system procurement and sustainment program. MAJOR FUNCTION IS BUDGET AND SPEND PLAN DEVELOPMENT AND MANAGEMENT.

Other Duties Include:

• Drafting and reviewing acquisition documents, including Statements of Work, Performance Work Statements, Work Breakdown Structures, Schedules, etc.
• Drafting Independent Government Cost Estimates prior to RFP, reviewing proposals and drafting cost and technical evaluations.
• Understanding of DoD budget process, contracting and payment procedures, contract structures, and funding mechanisms such as MIPRs.
• Financial reconciliation of invoices or issues between financial system reports.
• Maintaining excel spreadsheets for tracking of budgets, spend plans, and Purchase Requests.
• Budget and spend plan formulation.
• Tracking and reconciliation of Unliquidated Obligations.
• Provide support to the CORs for acquisition packages, COR files, deliverable review.

Must have strong MS Excel capabilities, i.e. formulations, pivot tables

Experience in the following would be desirable, but not required:

• Records management
• Audit preparedness
• Technical writing experience

Compensation Minimum: 80000
Compensation Maximum: 105000

Requirements:

• Minimum five years total experience with progressively higher responsibility in thepublic or private sector in the Business Specialist or Business Analyst/Financial Analyst field.
• BS or BA
• Demonstrated knowledge and experience in budget and spend plan management.

Work may involve sitting or standing for extended periods of time.
Position may require typing and reading from a computer screen.
Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.
There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required.
Possible lifting up to 25lbs.
