Job Summary Employees in this position are responsible for providing financial analysis, planning, and reporting to support the Technology Services Department’s (TSD) operations and strategic goals. This includes budget preparation, monitoring, forecasting, and conducting cost-benefit analyses for TSD projects, contracts, and asset management. Employees serve in a critical support role, ensuring the efficient and fiscally responsible use of TSD resources across the county. Work is assigned by an administrative supervisor in terms of general instructions, and completed work is reviewed for accuracy and the nature and propriety of the results. Essential Functions Essential Functions: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. Coordinates and prepares the annual operating and capital budgets for the TSD, working with department leadership to forecast expenditures and identify funding needs. Monitors TSD spending and tracks financial performance against the approved budget; analyzes variances and provides regular, detailed financial reports to TSD leadership. Conducts cost-benefit analyses, total cost of ownership (TCO) assessments, and return on investment (ROI) calculations for proposed TSD projects, software/hardware purchases, and services. Manages the financial aspects of TSD asset management, including tracking software licenses, hardware inventory, and maintenance/support contracts to ensure compliance and optimize spending. Processes and reconciles TSD-related invoices, purchase orders, and expense reports, ensuring compliance with county procurement policies. Develops and maintains financial models and reports to track key TSD financial metrics and project costs, providing data-driven recommendations for cost reduction and efficiency improvements. Serves as the primary liaison between the TSD and the County Finance or Budget office on all financial matters. Assists in negotiating and reviewing TSD contracts and service level agreements (SLAs) for cost effectiveness and favorable financial terms. Additional Duties: Employees in this classification may be expected to perform any related duties as required by proper authority. Knowledge, Skills, and Abilities Knowledge of accounting principles, financial management practices, and budgetary procedures, preferably within a government or public sector environment. Knowledge of IT financial management concepts, including CapEx/OpEx, and IT Total Cost of Ownership (TCO). Skill in using spreadsheet and database software (e.g., Microsoft Excel, SQL) for complex financial modeling, analysis, and report generation. Skill in analyzing financial data, identifying trends, and presenting findings in a clear, actionable manner. Ability to effectively communicate financial information and analyses to technical and non-technical staff, both orally and in writing. Ability to prioritize and manage multiple financial assignments and meet strict deadlines. Working Conditions Typically performed in an office with occasional field visits.   Minimum Qualifications 1. Bachelor's degree in Finance, Accounting, Business Administration, or a closely related field. 2. Five (5) years’ experience and/or training that includes budget preparation, financial analysis, cost accounting, and financial forecasting, with at least two (2) years in an IT organization or supporting IT functions. 3. OR a combination of education and experience equivalent to numbers #1 and #2 above. 4. Valid State of Georgia Driver’s License Preferred Qualifications 1. Experience with government or public sector budgeting and procurement processes.
