The mission of the Tennessee Department of Safety and Homeland Security is to serve, secure, and protect the people of Tennessee. The department is responsible for ensuring the safety and general welfare of the public through the operations of its six primary divisions: Tennessee Highway Patrol, Driver Services, Tennessee Highway Safety Office, Office of Homeland Security, Tennessee Advanced Communications Network (TACN), and Administrative Services. Headquartered in Nashville, the department maintains a strong presence statewide with approximately 2,400 employees working across the state.

Responsibilities

HOW YOU MAKE A DIFFERENCE IN THIS ROLE:

Ensuring the day-to-day operations of the work units in the Financial Responsibility Division operate efficiently and effectively.

KEY RESPONSIBILITIES:

  • Provide executive leadership through strategic direction and accountability of the individual and organizational performance of a division comprised of five (5) areas: Financial Responsibility, Correspondence, Information Processing/Document Management, Welcome Center, and State to State (S2S) Responsible for administering and maintaining the Financial Responsibility Program.
  • The Director manages the activities of Financial Responsibility and makes decisions related to the merit of recommendations intended to effect improvements in efficiency and quality of services Develops and formulates long-range visions, goals, strategies, and policies of the division and agency.
  • Research trends, analyzes statistics, and benchmarks best practices for the program and agency. Develops performance and impact reports, presentations, and talking points for internal and external stakeholders Responsible for oversight of the Policy Development Team (PDT).
  • The PDT is responsible for drafting and writing administrative, policy, and approval of training materials.
  • Responsible for leading, formulating, analyzing, and implementing the Divisions statewide program for drafting policy, rules, regulations, strategic plan, performance measures, risks assessments, and security plan In consultation with the Executive Director, prepare and monitor the divisions budget; prepare state and federal legislative bill analyses, fiscal notes, and comments on proposed federal rules and regulations
  • Develop and implement plans to ensure all compliance efforts for state mandates, federal mandates, audits, and projects are achieved
  • Ensure collaboration between staff and the Divisions/Departments Technology Systems Teams related to periodic testing, updates, upgrades to the Driver License System Serves as the point of contact for all Driver License Issuance related matters up to and including technology vendors including Strategic Technology Solutions (STS), the Card Issuance Vendor, and Driver License Issuance System of Record Vendor Communicates with other departments, divisions, and/or units, internal and external customers to improve the operational capability and efficiency of the Financial Responsibility Division.
  • Establishes and enhances partnerships/collaborations with federal, state, and local public and private organizations.
