The Department of Public Works manages 23,000 kilometers of roads and highways, 4,100 bridges, and 9 provincial ferries. Our District Highway Operations Division plays a critical role in managing various programs, functions and activities throughout our province, including snow and ice control services, road maintenance and repair services, and approval of various permits.

PRIMARY ACCOUNTABILITIES

The Financial Services Officer is responsible for ensuring compliance with government and departmental policies and guidelines within the area, reconciling accounts, overseeing physical inventory count(s) and completing of all year-end tasks.
Also administers the Area’s budget by preparing expenditure statements and forecasts, coordinating the preparation of reports, and providing advice and recommendations regarding the management of financial resources and is also responsible for the direct supervision of Area Maintenance Accounting Staff.

QUALIFICATIONS AND EXPERIENCE

High School completion plus three (3) years of post-secondary professional accounting training plus five (5) years of related experience; or an equivalent combination of training and experience may be acceptable. A university degree in commerce, business administration or a related discipline will be considered an asset.
Considerable knowledge and expertise in administrative processes, cost accounting, inventory control, accounts payable/receivable, preparation and analysis of financial statements and reports, budgeting and expenditure control are essential.
Must be proficient in the use of major government systems for finance, budgeting and human resources, or equivalent.
Excellent computer skills and proficiency with spreadsheets, word processing software packages and transaction processing are essential.
Experience with SAP is an asset. Supervisory skills and abilities are essential. A complete knowledge of various Regulations and agreements is required.
Strong interpersonal skills and an ability to provide financial services to clients and work in a team environment are required. Sound judgement is required for analyzing and interpreting operating and budget data.
