The Division of Adult Institution is recruiting to fill a Financial Specialist Advanced position . This position is based out of Prairie du Chien Correctional Institution located in Prairie du Chien, WI.
Position Summary
This position provides highly complex levels of accounting, auditing and bookkeeping oversight for multiple programs and funding sources , including 101 GPR (General Program Revenue & Capital), 110 R&M (Repair & Maintenance) 184 Phone Commissions, 133 Gifts and Grants, 167 SPED/Title 1, 106 Fuels & Utilities, Canteen funding, and 166 PIOC Program Revenues, at Prairie du Chien Correctional Institution (PDCI). PDCI has an operating budget of $19,000,000 and manages an average daily balance of over $250,000 in Persons In Our Care (PIOC) trust funds. This position audits and reviews financial transactions including cost allocation patterns for general institution operations, PIOC accounts, stores operations, Canteen, Capital, Fuel and Utilities, Repair and Maintenance, and Purchase of Services program. This position is to exercise independent judgment in the preparation, processing and reconciliation of a wide variety of fiscal transactions including reports to the FPS/CMSD on those transactions and recommendation and implementation of appropriate procedural enhancements. This position prepares complex documents and reports ensuring compliance with federal and state regulations, the Department of Administration (DOA), and the Department of Corrections (DOC) internal controls and policies/procedures. This position has primary responsibility for the institution’s Risk Management, Procurement, Asset Management, Account Receivable/Payable and Fleet Management programs. This position functions as lead worker coordinating workflow for a Financial Specialist Senior & Financial Specialist.
Salary Information
This position is in pay schedule/range 02-15 with a starting rate of $29.58, plus excellent benefits. Pay will be set in accordance with the Compensation Plan and Wisconsin Administrative Code in effect at the time of hire. A 12-month probationary period is required.

Job Details

Qualifications
Minimally qualified applicants will have all the following experience: Leading, guiding, or coaching other staff (e.g. training, advising, reviewing work, etc.) . Performing accounting practices and procedures, completing fiscal audits and reconciliations, and creating reports. Auditing invoices for accuracy against receiving reports, purchase order, bids and encumbrances and process payments using a computerized accounting system.
